Job Description

Quattro Consulting, an operating firm of Command Holdings, is seeking an experienced Defense Travel Administrator for a potential effort supporting the Commander, Naval Surface Group – Central (CNSG-C) in Bahrain.

The experienced Defense Travel Administrator will serve as the Lead Defense Travel Administrator and Budget Defense Travel Administrator for Commander, Naval Surface Group - Central (CNSG-C) in Bahrain. This position provides critical financial and travel support services to naval personnel operating in the Fifth Fleet Area of Operations. 

Key responsibilities may include but are not limited to:

  • Independently performing a wide variety of budgetary and administrative actions in the Defense Travel System (DTS).
  • Maintaining responsibility for control and coordination of all required actions supporting successful deployment, operation, and management of DTS for staff and ship personnel.  
  • Serving as a subject matter expert for help desk operations, resolution of travel issues, accuracy of travel databases and certifications, and sustainment training requirements. 
  • Coordinating with subordinate organizations to identify Organizational DTAs, managing routing and permission levels.
  • Monitoring and updating budget data continuously, completing weekly reconciliations, and managing travel debts in DTS Debt Management Gateway. 
  • Additional duties include processing DD-1131 Cash Collection Vouchers, initiating payroll collections for unpaid voucher debts, functioning as liaison with Scheduled Airline Ticket Office for flight bookings, preparing and reviewing travel authorizations and vouchers, performing foreign currency conversions for OCONUS travel reimbursements, and coordinating Funded Environmental and Morale Leave orders for staff and ship personnel. 

This position is contingent on contract award.

Work Environment 

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional loud noise (airfield, large equipment).  
  • Ability to sit at a computer terminal for an extended period of time.

Basic Qualifications 

  • Current, active secret security clearance.
  • Ten years of comprehensive knowledge and experience with the Defense Travel System with competencies to manage complex DTS processes.   
  • Experience using correct lines of accounting for payment of Government funds.   
  • Direct experience in analytical, technical, and administrative programs funded through reimbursable accounts and transfer of funds between organizations.
  • Experience coordinating with tenant organizations to identify Organizational DTAs and developing training programs for ODTAs and Authorizing Officials/Certifying Officials.
  • Specialized experience providing analysis, validation, processing, and correction of financial transactions.   
  • Journeyman knowledge and skill in Command Financial Systems, Microsoft applications (Word, Excel, PowerPoint), and excellent communication skills.   
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • May be subject to US Navy medical and physical qualification guidelines.

 Preferred Qualifications

  • Experience with Navy Accounting and budget execution for organizations, programs, or projects.   
  • Direct experience working in the Fifth Fleet.
