Duties

Within P&C, the Strategic Capabilities Office (SCO) leads DNI-directed, results-oriented campaigns in key contested areas, including Mission Artificial Intelligence (AI), Advanced Compute, and Space & Sensors. These campaigns run from 18-36 months and are focused on establishing multi-agency capabilities that will transform the intelligence community (IC). There are multiple openings available for this role, and we are accepting applications for all positions through this single vacancy announcement. SCO also provides rigorous, collaborative, and stakeholder-informed analysis to optimize IC investments and capabilities, supporting IC mission and the DNI's priorities. Systems and strategic analysis support this mission by delivering independent systems analyses and operations research that combines programmatic and technical acumen with community collaboration. This position conducts portfolio, architectural, and end-to-end analysis. Specifically, this position will: Plan, design, and conduct high-impact, community-wide analysis, such as: Analyses of Alternatives, Strategic Portfolio Reviews, and other evaluative studies and strategic reviews of cross-cutting Intelligence Community (IC) issues and programs. Apply knowledge of a broad range of systems analysis and operations research methods and principles in the development of products that are rigorous, defensible, and objective. Collaborate with IC stakeholders to conduct analyses of specific issues in support of analytic products. Develop and deliver background papers, talking points, and written reports and briefings to leadership. Lead, initiate, cultivate, and maintain productive working relationships with IC stakeholders, colleagues, and users to analyze systems and operations performance metrics, reporting requirements, and exchange knowledge and leverage information sharing techniques regarding current and proposed programs.

Requirements

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors. Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees. How has a strong work ethic contributed to your professional, academic or personal achievements? Provide one or two specific examples and explain how those qualities would enable you to serve effectively in this position.

Qualifications

Academic background (e.g. Bachelor's of Science) in engineering, operations research, systems analysis, a related analytical field, or social science with multi-method research training. Superior interpersonal, technical, and analytical skills required to effectively manage sensitive issues and expert ability to plan, lead, and implement complex technical projects. Superior oral and written communications skills, including ability to clearly convey complex information and ideas at all levels of management. Superior ability to develop and apply a broad range of analytical tools and approaches to research, analyze, and present findings, conclusions, and recommendations on complex issues (systems analysis, statistical methods, operations research, etc.). Desired Requirements: Expert knowledge of the IC and its components, missions, and interrelationships, including the ability to lead broad-based teams regarding key IC issues. Previous experience briefing senior IC leadership, OMB, and Congressional staffers.

Education

Bachelor's degree.
