Duties

Monitoring progress and ensuring timely, high-quality completion of HR processing and recordkeeping activities. Leads a team by planning, assigning, and balancing workload. Serves as a senior technical expert in personnel processing, handling complex and non-routine actions using GPPA, policies, and HR systems. Reviews and processes personnel actions (e.g., appointments, promotions, pay actions), ensuring accuracy, compliance, and proper documentation. Provides guidance to management and staff on recruitment, hiring authorities, pay setting, and HRIS-related processes. Oversees personnel recordkeeping operations, ensuring proper documentation, records retention, and resolution of discrepancies or errors. Coordinates with payroll, benefits, and HR partners to resolve issues impacting employee records, pay, and entitlements. Supports project management and business operations by providing data, process improvements, and technical input for HR service delivery.

Requirements

Qualifications

For the GS12: You must have one year of specialized experience equivalent to at least the GS-11 level in the Federal service (or equivalent) performing ALL of the following: Leading or coordinating the work of HR staff engaged in personnel processing or records management activities; AND Reviewing and processing complex federal personnel actions using HR systems by applying formalized guidance such as the Guide to Processing Personnel Actions (GPPA); AND Reviewing and maintaining official personnel records to ensure accuracy, compliance, and proper documentation; AND Advising management, HR Staff, and employees on HR policies, recruitment/placement, pay administration, or benefits impacts; AND Identifying and resolving discrepancies in HR personnel records while coordinating with payroll, benefits, and other HR functional areas to ensure data accuracy and continuity. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
