GENERAL DESCRIPTION OF WORK:
Responsible for performing technical work involving service, scheduling and schedule analysis aiding in the development of schedules and run cut/roster. Tasks include collection of information/data, analyzing data, and developing detailed service plans and schedules for efficient transit service. Responsible for developing, implementing, and maintaining specific methods and procedures to monitor and evaluate transit service performance. Responsible for gathering information/data, compiling statistics, conducting analyses, and preparing management reports related to transit service operational issues. Coordinates with other VIA departments and outside agencies/individuals to obtain information required in the completion of analyses projects and reports. Performs work which requires independent judgment to analyze operational situations and determine appropriate changes.
ESSENTIAL FUNCTIONS:
Develop service schedules and budgets (miles and hours) and associated fleet plan for implementation of new or modified routes, or discontinuance of unproductive service.
Conducts research and seek opportunities for improving transit schedules, run cut and roster.
Works closely with other department staff to conduct analytical/diagnostic studies of existing and proposed service, traffic segment studies to support service planning department, to maintain route and system maps and related information.
Develops detailed service specifications and service revisions for the implementation of service improvements.
Develops schedules utilizing special software (Trapeze FX or equivalent) and maintains databases dependent on the software platform.
Performs detailed data integrity checks on scheduling data used by Siemens AVL system, IVR Telephone system, Trapeze Plan, Trip Planning, and other dependent systems as needed.
Reviews and analyzes transit service and schedules to monitor system/route efficiency and effectiveness and recommend solutions where needed.
Gathers data and information from various VIA reports/applications/ systems such as farebox, ride-checks, automatic passenger counter etc. to perform work related to transit service, transit detours, and scheduling tasks.
Assists in allocating operating hours into work for Operators, based on the provisions of the "Working Conditions of Hourly-Paid Employees".
Assist in the implementation of signup (service changes) including preparation of driver paddles, block paddles, headway sheets, pocket schedules etc. and distribution of information to VIA staff and others as needed.
Assist in evaluation of customer & driver feedback for service improvement.
Serves as a primary resource for VIA management for use of the company’s operational databases and frequently provides assistance and reports to the other departments and divisions.
Prepares and maintains records, reports, charts, graphs, maps, and other materials incidental to the function of the department.
Performs fieldwork, to include evaluating street conditions, patron access, operational hazards, and other conditions that may affect transit routing and run times.
Performs survey work related to AVL bus stop location and time points with TI as needed.
Coordinates with TI and Trapeze to troubleshoot and resolve software related issues.
Coordinates with other VIA departments, ATU, neighborhood associations, employment centers, public officials, and other agencies on service revisions or other service-related issues.
Assures that service is designed in compliance with FTA regulations, VIA policies and standards, or any other pertinent ordinances or regulations.
Monitors compliance with the approved hours and miles budget for scheduled line service.
Performs related work as required.
This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor’s degree in Business Administration, Planning, Geographic Information System, or related field and three (3) years’ experience in data analytics Experience may be substituted in lieu of education on a year-for-year basis up to four years.

ADDITIONAL REQUIREMENTS:
Must have ability to use MS Office to include working knowledge of Word, Excel, Access, PowerPoint, and Outlook.
Familiarity with Scheduling software such as Trapeze FX or ability to quickly learn various software such as M.S. Project, ArcGIS, Trapeze FX, and PLAN.
Must be able to operate a PC and understand and utilize various computer software applications to include spreadsheet and various programs dealing with the department's database.
Must have or be able to quickly obtain highly detailed knowledge of the service area and street network.
Must have the ability to read and compose complex materials.
Exactness and attention to detail in compiling schedules and avoiding errors. Numerical ability for situations involving time schedules.
Must have ability to quickly learn service planning and scheduling practices and techniques and general operations of a mass transit system.
Must have ability to exercise independent judgment and perform work under general direction and ability to maintain confidentiality of sensitive information.
Must have ability to read complex materials such as reports, presentations, reference manuals and instructions.
Must be licensed and able to drive off property in company vehicles.
Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:
Physical ability required to be mobile, bend, stoop, stand, reach and lift objects weighing 5-25 pounds such as files, supplies, equipment and large heavy reference manuals and books.

Works in normal office environment.
