Job Description

The Massena Power Plant is a 92 MW multi-fuel facility capable of operating on natural gas, #2 fuel oil, and biodiesel, configured as a 1+1 combined cycle cogeneration block. Located along the St. Lawrence River near the Canadian border, it benefits from access to diverse fuel supply and cross-border transmission infrastructure. Its flexible design and strategic location support reliable, year-round operation in northern New York’s energy market.

The Sterling, Batavia, Hillburn, and Shoemaker Power Plants are a diverse fleet of natural gas and multi-fuel facilities supporting grid reliability through combined cycle and simple cycle operations.

Opportunity Summary

The Instrumentation, Controls, and Electrical (IC&E) Technician supports a fleet of natural gas-fired generation facilities, with a primary assignment at Batavia and regional responsibilities across Sterling, Massena, Hillburn, and Shoemaker plants. This role involves hands-on work with advanced instrumentation, control systems, and power generation technologies, including combined cycle and peaking units, in collaboration with operations and engineering teams. It offers a dynamic environment with opportunities to impact plant reliability, performance, and safety across multiple sites.

Your scope of responsibility as IC&E Technician includes the following primary functions:

  • Adhere to and promote safe work practices, including hazard identification, lockout/tagout compliance, and participation in safety programs, audits, and regulatory requirements.
  • Maintain and support cybersecurity practices for plant control systems, including adherence to NERC CIP (as applicable), management of user access, patching support, antivirus updates, and protection of control system networks.
  • Perform calibration, testing, maintenance, troubleshooting, and installation of instrumentation and control devices, including transmitters, analyzers, control valves, dampers, and associated field equipment.
  • Execute preventive, predictive, corrective, and emergency maintenance on electrical systems such as medium-voltage switchgear, motor control centers, transformers, batteries, chargers, inverters, and excitation systems.
  • Inspect, calibrate, and maintain turbine control systems for both combustion turbines and steam turbines to ensure safe, efficient, and reliable operation.
  • Maintain and troubleshoot PLC-based control systems by diagnosing faults, performing logic updates, and supporting system upgrades in coordination with engineering teams.
  • Monitor and support Distributed Control Systems (DCS) and SCADA platforms to ensure reliable plant automation, including resolving communication and control issues.
  • Install, modify, and commission new instrumentation and electrical equipment in accordance with plant standards, technical specifications, and safety requirements.
  • Support plant commissioning, startup, and performance testing activities, including verification of control logic, instrumentation accuracy, and system functionality.
  • Provide multi-site technical support across Batavia, Sterling, Massena, Hillburn, and Shoemaker facilities, including planned travel for maintenance, troubleshooting, and outage support.
  • Coordinate with operations personnel, engineers, and external contractors to plan and execute maintenance activities, minimizing downtime and ensuring work quality.
  • Maintain tools, test equipment, and calibration instruments in proper working condition, ensuring accuracy, cleanliness, and readiness for field use.
  • Document maintenance activities, system changes, calibration results, and equipment history in plant databases and maintenance management systems.
  • Analyze equipment performance and operational data to identify trends, recommend reliability improvements, and support continuous improvement initiatives across the fleet.
  • Complete additional specialist projects and tasks as needed, supporting plant operations, maintenance, and engineering initiatives.

Working Relationships

The IC&E Technician reports directly to the Plant Manager and coordinates with all other plant personnel. This role involves interfacing with contractors and original equipment manufacturer (OEM) personnel to ensure necessary support and coordination.

Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.

Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.

Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.

Fitness for Duty

All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.

Work Schedule

The IC&E Technician works a standard Monday to Friday day shift schedule, ensuring consistent plant operation and support during regular business hours. This position will occasionally necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions.

Extensive travel will be required to support additional fleet assets including Sterling, Batavia, Hillburn, and Shoemaker Power Plants.

Compensation

This position offers a base pay rate ranging from $40 to $48 per hour, along with eligibility for an annual performance bonus.

Core Qualifications and Skills

We are seeking an IC&E Technician who is safety-focused and technically skilled, with strong expertise in electrical and control systems and the ability to independently troubleshoot, adapt across multiple sites, and support reliable, efficient plant operations.

  • An Associate degree in Electrical Engineering Technology, Instrumentation & Controls, Industrial Technology, or a related field is preferred. Equivalent technical training or certification in electrical or I&C maintenance is also valued, and relevant power generation or military experience may be considered in lieu of formal education.
  • Demonstrated experience working in power generation or heavy industrial environments, with a strong understanding of plant operations, safety practices, and regulatory requirements.
  • Proven ability to troubleshoot, repair, and maintain complex electrical systems, including medium- and high-voltage switchgear, motors, transformers, motor control centers, batteries, and excitation systems.
  • Extensive hands-on experience with instrumentation and control systems in combined cycle or similar facilities, including transmitters, analyzers, and control devices supporting plant processes.
  • Working knowledge of combustion turbines, heat recovery steam generators (HRSG), and steam turbines, including associated control systems such as burner management, combustion control, and boiler controls.
  • Practical experience with PLC systems and turbine controls, including system diagnostics, logic troubleshooting, and support for startup, shutdown, and performance optimization activities.
  • Strong background in executing preventive and predictive maintenance programs, with the ability to identify equipment issues and implement corrective actions to maintain reliability and compliance.
  • Experience coordinating with operations personnel, engineers, contractors, and vendors to plan and execute maintenance activities, outages, and system upgrades.
  • Effective communication, analytical, and problem-solving skills, with the ability to interpret technical documentation, perform calculations, and clearly convey findings and recommendations.
  • Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
