Position Summary
The Transportation Procurement Manager is responsible for leading sourcing, pricing, and carrier relationship strategies to support a high-performing final mile delivery network. This role manages the end-to-end procurement lifecycle—from identifying and onboarding carriers to negotiating rates, managing contracts, and maintaining rate cards.This individual will play a critical role in optimizing cost, service quality, and carrier performance while partnering cross-functionally with logistics operations, sales, and client services teams.
Key Responsibilities
Carrier Sourcing & Network Development
- Identify, evaluate, and onboard qualified transportation partners aligned to network needs- Develop and maintain a robust carrier pipeline across key markets and service types
- Assess carrier capabilities including fleet, coverage, service levels, and compliance
Rate Negotiation & Cost Optimization
- Lead pricing negotiations with carriers to achieve competitive, market-aligned rates- Analyze market trends and benchmark pricing to drive cost efficiencies
- Continuously evaluate and improve procurement strategies to reduce cost-to-serve
Contract Management
- Own the development, negotiation, and execution of carrier agreements- Ensure contracts meet legal, compliance, insurance, and operational requirements
- Maintain contract lifecycle management including renewals, amendments, and performance terms
Account & Carrier Relationship Management
- Serve as the primary point of contact for key carrier partners- Build and maintain strong relationships to ensure service reliability and performance
- Collaborate with operations to resolve service issues and drive continuous improvement
Rate Card Development & Management
- Create, maintain, and optimize rate cards- Ensure alignment between procurement costs and pricing structures
- Support margin management through accurate and strategic rate design
Qualifications
- 5+ years of experience in transportation procurement, logistics, or supply chain- Strong negotiation and analytical skills with a data-driven mindset
- Experience managing carrier relationships and contracts
- Familiarity with last-mile logistics networks preferred
- Proficiency in Excel, Power BI

Compensation
This role falls under Comp Band 6, with an annual base compensation expected to be between $100,000 and $122,000, depending on experience, qualifications, and geographic location.
Work Location
This position is based at OneRail’s headquarters in Orlando, FL (ZIP 32819) and may be open to remote work. While on-site presence may be required, remote candidates will be considered, with preference given to those located in the Central Florida area.
