Description: Security Operations Support, the contractor shall provide technical security support for the Security IPT in managing, drafting, updating, reviewing, and maintaining all DoD DD Form 254’s.  The contractor shall assist the Government in interpreting any changes to industrial security policy and make implementation recommendations. The contractor shall coordinate and oversee all industrial security activities in support of the F-35 JPO located in Arlington, VA.

Responsibilities:

  • Drafting DD-254s for prime contractors and/or subcontractors and update/revise existing DD-254s as changes occur.  Staff draft DD-254s for Government security signature. Documentation shall be accurate and digitally available at all times.
  • Maintaining all appropriate supporting documentation for each DD-254 on file.
  • Validating each contractor’s facility clearance and storage level.
  • Coordinating with F-35 JPO Personnel Security (PERSEC) team to validate the DD-254 status for all contract personnel prior to processing for SAP access.
  • Preparing and coordinate National Interest Determinations (NIDs).
  • Providing guidance on the DD-254 process.  Ensure that all updates to policy and guidance are disseminated.
  • Creating, updating, and maintaining the DD-254 database of record.
  • Developing and maintaining the SAP Addendums required for classified DD-254s.
  • Providing written monthly report summaries for all DD 254s that have been submitted to the JPO Industrial Security office.  In the case of possible DD-254 approval delay(s), greater than 30 days, the contractor shall document the reason(s) for the delay(s) for the JPO Industrial Security office.  Shall provide summary reports to JPO Security documenting key trends with DD-254 approval coordination.
  • Possessing thorough knowledge of NISPOM, DSS, Intelligence Community Directives (ICDs), DODM 5205.7 Vol 1-4, and JAFAN series security requirements.
  • Possessing knowledge of the DoD acquisition process.
