SCOPE OF WORK: The Child Care Grant Manager for the Child Care Assistance Program is responsible for the overall administration, coordination, and compliance of the Child Care Development Block Grant (CCDBG) serving families on the Standing Rock Sioux Reservation. This position ensures eligible families have access to quality child care services by managing program operations, overseeing provider registration and compliance, administering budgets, and maintaining adherence to federal, state, and tribal regulations. The role also involves collaboration with tribal leadership, partner agencies, and stakeholders to strengthen and sustain a comprehensive child care system.
KEY DUTIES & RESPONSIBILITIES:
- Manage the application, eligibility determination, and enrollment processes for families seeking child care assistance, including ongoing client support and follow-up.
- Oversee the registration, licensure, and monitoring of child care providers; ensure compliance with North Dakota regulations and federal CCDBG requirements, including background checks and monthly monitoring.
- Develop and submit grant plans, maintain required records, compile program data, and prepare timely reports for federal and regional offices.
- Prepare and manage the program budget, authorize expenditures, process payments to providers, reconcile billing, and maintain accurate financial and inventory records.
- Provide public education, training, and technical assistance to parents and providers; collaborate with tribal, state, and local agencies to enhance child care services.
- Supervise program staff, develop policies and procedures, evaluate performance, and support the ongoing development and improvement of the child care system.
- Will perform other duties as assigned.
PREFERRED QUALIFICATIONS:
- Associates Degree in Business Administration, Accounting, or related field with experience in fiscal/grant management.
- Will consider High School Diploma/GED with five (5) years of experience in fiscal/grant management.
- Driver’s License preferred.
SHIFT: Monday through Friday, 8:00 AM – 4:30 PM
TESTING AND BACKGROUND REQUIREMENTS:
Subject to pre-employment, post-accident, and reasonable suspicion drug and alcohol testing.
Must submit to a background check.
HIRING PREFERENCES:
Qualified applicants who are enrolled members of a federally recognized Tribe will receive Native American preference.
Qualified applicants will receive Veteran’s Preference with submission of proof of honorable military service (e.g., DD-214).
