POSITION SUMMARY:
The GIS Spatial Analyst/Surveyor is under the direct supervision of the Emergency Services & Technical Operations Branch Manager. The GIS Spatial Analyst/Surveyor works to support other technical specialists in the Design and Construction Program that are engaged in large restoration planning, monitoring, and construction projects. Depending on incumbent’s experience and skills the position may require field work ranging from 25% to 75% of time. Field work will occur in rugged terrain of Northern California and will be physically demanding at times. This position may require long hours during the construction season in very hot climate conditions. This is a 2-year term position with opportunity for extension based on availability of funding.
Position Duties
DUTIES AND RESPONSIBILITIES:
1. Performs advanced Geographic Information System (GIS) analysis for project planning and designs.
2. Collects and Analyzes Topographic Survey Data and other Restoration Monitoring Data by Using GPS Survey Grade Equipment, and other conventional survey equipment.
3. Downloads and organizes Field Survey Data into Geospatial Database
4. Assists in the development of AutoCAD Drawings and performs basic drafting
5. Conduct surveys for Unmanned Aerial Systems (UAV) Drones for Aerial Surveys
6. Perform On-Site Construction Surveys for Quality Control and Quality Assurance
7. Conduct Pre-Project Surveys for Construction Layout and Baseline Data
8. Collect, Manage, and Export High Resolution Survey Data for Construction Compliance
9. Development of GIS Quality Control Reports and Associated Maps and Figures
10. Perform On-Site Construction Layout According to Design Drawings and Specifications
11. Conduct On-Site Construction Grade Checks and Staking Using Conventional Survey Techniques
12. Perform On-Site Storm Water Pollution and Prevention Planning (SWPPP) Surveys
13. Conduct Environmental Permit Surveys and Data Collection for Construction Compliance
14. Manage On-Site Water Quality and Turbidity Sampling Data for Construction Compliance
15. Maintains Complete and Accurate Administrative Record Keeping at All Times in Both the Field and In the Office.
16. Generating Spatial Databases and maps and assisting with Writing Reports and Proposals.
17. Maintain, Operate and Calibrate Water Quality and Quantity Monitoring Equipment and Assist with Data Management, Analysis and Presentation (E.G. Reports, Tables, Graphs).
18. Work In a Multi-Disciplinary Design Team to Assist in Restoration Planning and Design
19. Participate In River Surveys for Fisheries Monitoring and Biological Baseline Data Collection
20. Participate in Rehabilitation Site Effectiveness Monitoring and Data Collection
21. Participate in Fisheries Related Habitat Surveys and Monitoring Tasks
22. Performs other related duties as assigned.
Minimum Qualifications
EDUCATION/EXPERIENCE:
1. G9: Bachelor of Science degree in related field with two years of job specified experience.
2. G10: Bachelor of Science degree in related field with three years of job specified experience.
3. Employees must be willing to acquire any special certifications or attend any training that is determined to be relevant or become required of the position in the future.
4. Candidates with equivalent combinations of education, training and experience will be considered.
MINIMUM QUALIFICATIONS:
1. Ability To Proficiently Use GIS Software (ArcGIS) And Other Related Geospatial Software.
2. Experience Utilizing GPS Survey Equipment or GPS Mapping Equipment
3. Two Years of Fisheries Related Field Experience.
4. Possession of a Valid State Issued Driver's License and Ability to Be Insured Through the Tribal Insurance Plan.
5. Knowledge of and/or Experience in Fisheries Biological Monitoring and Field Techniques
6. Ability to Establish and Maintain Cooperative Working Relationships with Co-Workers and The Community Under Possible Adverse or Volatile Situations.
7. Ability to Arrive at Work Punctually and Work Enthusiastically and Consistently Throughout the Day Both Alone and When Supervising Crews and Working with Other Crews.
8. Ability to Read and Understand Technical Documents, Topographic and Road Maps, And Ability to Understand and Follow Written and Verbal Instructions.
9. Must Have First Aid/CPR Certification or Attain by the Three-Month Evaluation and Certify Annually.

SUPERVISORY RESPONSIBILITIES:
This position does not have supervisory responsibilities.
