Job Summary: Exempt Position


The Human Resources Manager ensures HR practices are implemented consistently across the organization. The HR Manager is responsible for the full cycle of employment which includes and may not be limited to: recruitment, onboarding, benefits administration, compliance with employment laws, manage employee relations, conduct investigations and working closely with the directors, managers and coordinators to support a positive and compliant workplace environment. 

 

This role requires strategic thinking, excellent communication skills, and the ability to foster a positive workplace culture and update policies and processes as/when labor laws and benefits are updated. The HR Manager must be able to demonstrate the effectiveness and compliance of the HR department through the use of Key Performance Indicators (KPI) 

 

Duties: The duties for the Human Resources Manager include, but are not limited to:   

  • Develop and implement HR strategies and initiatives aligned with the overall agency philosophy, goals, and objectives. 

  • Manage the full employee lifecycle, including recruitment, onboarding, performance management, employee relations, and offboarding. This includes:  

  • Oversee talent acquisition processes to attract and retain top talent, ensuring effective recruiting and interviewing practices. 

  • Manage employee orientation programs to facilitate smooth onboarding experiences for new hires. 

  • Lead performance management initiatives, including employee evaluations, feedback mechanisms, and development plans. 

  • Administer benefits programs and ensure compliance with FMLA, OSHA, and other employment laws. 

  • Manage time and attendance as needed for payroll preparation. 

  • Provide guidance, training, and support to managers and employees on HR policies, procedures, and labor laws. 

  • Lead employee engagement initiatives, including recognition programs, feedback systems, and culture-building activities. 

  • Maintain compliance with federal, state, and local employment laws and regulations. 

  • Manage compensation and benefits administration, including payroll coordination, health insurance, and retirement plans. 

  • Coordinate learning and development programs to support employee growth. 

  • Handle complex employee relations issues and conduct thorough investigations as needed.  

  • Handle employee relations issues by addressing conflicts effectively and fostering a collaborative work environment.  

  • Conduct training & development programs to enhance employee skills and capabilities. 

  • Collaborate with senior leadership on organizational design and change management initiatives. 

  • Develops strategic organizational plans, including succession planning and organizational development. 

  • Monitor HR metrics and prepare regular reports for leadership on key performance indicators (KPIs). 

  • Maintain and update employee records and HR databases securely and accurately. 

  • Develop policies, procedures, forms, and systems that respond to employment laws 

  • Develop procedures for employee safety.  

  • Manage unemployment and workers’ compensation plans and claims 

  • Tracks employee certifications as required for positions 

  • Perform any other duties as assigned. 

 

Minimum Qualifications: 

  • Bachelor’s Degree in human resources or business administration with an emphasis in human resources; or related field 

  • HR Certification (i.e. SHRM, PHR) is highly preferred. Candidate may be provided time to obtain upon hire 

  • 3+ years of experience in a human resource role, minimally as a generalist,  

  • Experience with California labor laws and employment regulations, benefit administration, payroll processing and time and attendance systems 

  • Proficient in Windows and Microsoft Suite (Outlook, Word, Excel) 

  • Ability to effectively and successfully interact with individuals from diverse socio-economic and cultural backgrounds. 

  • Bilingual (English/Spanish) preferred 

  • Must be able to work during weekends or evenings as needed  

  • Valid California Class “C” driver’s license and proof of automobile insurance 

  • Access to reliable transportation. 

  • Vehicle insurance 

  • Excellent written and communication skills. 

  • Demonstrate coaching, training, and leadership skills. 

   

ADDITIONAL REQUIREMENTS: 

The successful candidate will have the ability to perform the following functions with or without reasonable accommodations:

  • Must be able to successfully complete a pre-employment Physical exam and TB Clearance 

  • Must be able to successfully complete a background check, including DOJ, FBI & CACI 

  • Must be able to follow confidentiality 

  • Must be able to travel to multiple centers to complete their duties.  

  • May need to work a flexible schedule as work will be required during evening and weekend hours. 

  • While performing the duties of this job, the employee may be required to change position; to sit, stand, walk, climb, or balance; to stoop, kneel, crouch, or crawl; to bend, twist, and reach with hands and arms.  

  • Lift and/or move up to 45 pounds
