Job Description

This position is grant-funded and possibly revenue-based. Employment is contingent on annual grant funding.

Department: District Systemic Support


Reports To: Assistant Director of School Improvement


 


Job Goal:


Provide support to LEAs and District Systemic Support staff in the areas of state and federal accountability, state assessment, and school improvement efforts. Assist in building capacity within campus leadership teams through professional development, observation, coaching, and feedback to improve student achievement and promote excellence in educational programs to meet and exceed state and federal accountability standards.


 


Qualifications:


Education



  • Master's degree in educational leadership/administration


Certification



  1. Texas Educator Certificate

  2. Texas Mid-Management or Principal Certificate


(If any of the following certifications are missing, they must be obtained by the next Region 4 delivery cycle.)



  1. T-TESS Certification

  2. T-PESS Certification

  3. AEL Certification


Experience



  1. Three years of experience in a leadership position at the campus level with a track record of improving student outcomes

  2. Five years of teaching experience in a traditional district/charter school

  3. Experience in developing content and delivering training in the area of accountability to campus and central office administrators to provide guidance in supporting improved learning outcomes.


Special Knowledge and Skills



  1. Broad knowledge of the rules, policies, and procedures related to the state and federal account accountability system and the ability to guide teams as they work to ensure increased student performance goals

  2. Ability to analyze and interpret performance assessment reports related to the state assessment

  3. Broad knowledge of school leadership and administration

  4. Broad-based knowledge of effective campus practices in instructional leadership, staff, and student culture, well-supported teachers, high-quality curriculum, and data-driven instruction

  5. Exemplary written and verbal communication skills

  6. Demonstrated ability to analyze data sets effectively to inform decision-making about necessary changes to improve student performance

  7. Demonstrated ability to develop and manage the implementation of complex, multi-phase projects

  8. Knowledge of best practices related to change management, including, but not limited to, those practices that can either impede or empower leadership

  9. Exhibit a growth mindset and is open to receiving job-embedded coaching

  10. Ability to work flexible schedules based on the needs of the department and LEAs serviced

  11. Ability to develop, present, and facilitate effective professional development


Preferred Qualifications



  1. Doctorate degree in educational administration or leadership

  2. Experience as a campus principal

  3. Experience as a district level testing coordinator in state assessment, accountability, and school improvement


Major Responsibilities:



  1. Champion the Region 4 philosophy of school improvement internally and externally.

  2. Support identified campuses with the development, implementation, and monitoring of targeted improvement plans and turnaround plans aligned to the Effective Schools Framework.

  3. Develop, plan, implement, and present effective professional learning related to state and federal accountability to district LEAs and internal DSS department.

  4. Provide leadership and technical assistance to LEAs in analyzing and interpreting campus, district, regional, and state performance reports.

  5. Identify connections between instructional programs and student performance including, but not limited to, special programs (special education, ELL, CTE, etc.) and student demographic groups and design.

  6. Provide and facilitate a communication network between area LEAs, other regional service centers, and the Texas Education Agency.

  7. Engage in professional learning to maintain knowledge and skills in area(s) of responsibility.

  8. Set goals, develop, and meet timelines with a high degree of personal accountability.

  9. Participate in state-level functions related to area(s) of responsibility.

  10. Participate in the collection, analysis, and reporting of data to the SI and TIL team to monitor the impact of services provided to LEAs and inform decisions to improve student achievement.

  11. Collaborate, plan, and work in tandem with the School Improvement Lead (Leadership Development).

  12. Provide support as a key member of the school improvement team and demonstrate proactive communication among area districts/charters, other regional service centers, and the Texas Education Agency regarding school improvement initiatives.

  13. Continually monitor the progress of those educators being coached through department initiatives.

  14. Remain abreast of state and federal rules, regulations, and policies related to school improvement.
