Position Summary

The mission of the Veterans Health Administration (VHA) Supply Chain & Logistics, Procurement & Logistics Office (P&LO) is to provide a data driven, resource optimized, cost effective, and clinically focused supply chain that ensures the delivery of the highest quality of care at the greatest value to the Veteran and the Veteran's Family. As reported in the 2016 Commission on Care report, Supply Chain Management (SCM) within VHA has significant opportunities to excel. Although some progress has been made, much remains to be done to modernize VA SCM to ensure patient safety and improve patient outcomes while minimizing cost. It is in this scope that an overarching services support contract will allow a more streamlined modernization effort. This office provides support to all healthcare facilities within the VHA.

RB Consulting, Inc. (RBCI) requires a highly capable Senior Change Management Specialist to provide Supply Chain staffing support across the department that operates in concert with the desired end state of supply chain operations and transformation actions. Provide strategic communication management that supports industry engagement, conducts stakeholder analysis, provides precise market research, and manages face-to-face roadmap engagement.

The ideal candidate will be working virtually from their home office with the ability for occasional travel (10-20%) to Maryland, Pennsylvania, and Virginia.

The Primary responsibility will be creating, supporting, and managing change management strategies and plans that maximize employee adoption and usage with minimum resistance. The Change Management Practitioner will work to drive adoption, higher ultimate utilization and proficiency with the changes that impact the client.

Will need to be detail oriented, understand intersections of people/processes/technology, and work cross-functionally across many teams and different workstreams at the enterprise and team levels.

Change Management certification (PROSCI) required

PMP preferred

  • Remote position with limited travel of up to 10-20% that may be required based on client and or contract needs.
  • Supports building the Change Management infrastructure and executing Change Management activities driving projects toward high user engagement and adoption levels
  • Conduct stakeholder analysis and identify specific techniques to educate executives, build executive alignment, and cascade change interfaces and communicates with all levels of the enterprise and client project resources and stakeholders
  • Executes and analyzes project surveys and assessments
  • Develop a Change Management Plan and ADKAR® Assessment for all Project Portfolios.
  • Create actionable deliverables, such as a communication plan, roadmap, coaching plan, training plan, or resistance management plan.
  • Define and measure success metrics and monitoring change progress.
  • Ensures project milestones/goals are met and adhere to approved budgets
  • Prepare and maintain documentation such as briefings meetings, agendas, and correspondence
  • Supports the planning and content development of project training and communication
  • Supports ad-hoc project requests as needed

Requirements:

  • Bachelor's Degree from an accredited college or university in Business, Behavioral Sciences, Management Sciences, or related field
  • 6+ years of organizational change management and business transformation experience
  • Demonstrated knowledge of organizational change management frameworks, strategic communications, training design training delivery
  • Knowledge and expertise of Prosci models including the PCT (Prosci Change Triangle) and the ADKAR® Assessments
  • Minimum four (5) years of experience working on multiple project teams simultaneously on relevant engagements
  • Excellent written and oral communication skills
  • Ability to communicate effectively with technical and non-technical staff
  • Strong organizational skills with the ability to multi-task in a fast-paced environment
  • Strong presentation and facilitation skills
  • Mastery of Microsoft applications (e.g., Word, PowerPoint, Excel)
  • Ability to succeed in team-based or independent environments
  • Able to work independently and self-driven.
  • Ability to work remotely from home with a high degree of accountability.
  • Knowledge of and experience with VA Information Systems is desired.
  • Desire to mentor other team members and develop their skills
  • Experience leading internal initiatives
  • Required Change Management certification Prosci
  • PMP certification strongly preferred

Limited travel (while up to 20% of travel may be necessary for the role) based on contract client needs
