Job Description

Description

Under the direction of the Environmental Protection Department, as authorized by the Tribal Council, the Climate Risk and Energy Resilience Specialist is responsible for researching, and assisting with the design and implementation of Climate Risk Reduction and Energy Resilience initiatives.  Through collaboration, assessments and research the CRER Specialist will make recommendations to the administration, and work with the EPD to design activities and apply for grants while assisting with planning, implementation, public outreach and coordination with state and federal agencies.

  • Participate in the Institute for Tribal Environmental Professionals (ITEP) and the climate resilience cohort training facilitated by BIA.
  • Be knowledgeable of current laws, rules, regulations, and concerns that pertain to climate and energy.  Ensure compliance with all grant requirements, implementation of defined work plan objectives are accomplished, and grant reports are submitted on time.
  • Prepare and maintain a variety of narrative and statistical records, files, and reports related to environmental grant information, budgets, financial activity and assigned duties; ensure mandated reports are submitted to appropriate agencies according to established timelines.
  • Provide technical information and assistance to Tribal Council and administrators concerning Climate and Energy if requested; assist in the formulation and development of policies, procedures, and programs; prepare and present reports to Tribal Council on the status and progress of environmental projects and grants.
  • Work with EPD staff to ensure compliance with work plan goals and communicate with staff to understand current laws, rules, and regulations, and concerns related to climate and energy.
  • Develop and propose to Tribal Council environmental codes related to climate and energy.
  • Follow grant requirements including timely reporting
  • Manage contractors (meetings, deliverables, billing)
  • Assist the Morongo Realty Department and other Departments by completing, or overseeing the completion, of climate and energy documents.
  • Work and collaborate with federal, state, and local agencies including but not limited to: EPA, BIA, USFWS, USFS, ACOE, CARB, SCAQMD, and CalEPA.
  • Participate in tribal environmental professional consortia, workgroups, etc. to promote, expand, and build tribal capacity and ensure tribal engagement with regional climate and energy issues, on a government-to-government basis.

     Work Environment:

  •      75% Office work
  •      25% Field work
  •      Some travel required for training or meetings with occasional weekend work

Requirements

·    EDUCATION AND EXPERIENCE:

  •      Bachelor’s degree (Master’s degree preferred) in Environmental Sciences, Climate or Energy Policy or Emergency Management
  •      Four+ years’ experience in related program management and governmental grant administration including some experience with the regulations and operating practices of the BIA, EPA, and other public agencies.
  • Experience working in Native American tribal communities is preferred.
  • Valid California driver’s license
  • Ability to participate in and complete the 10-month climate resilience cohort training.

MANDATORY KNOWLEDGE, AND SKILLS:

KNOWLEDGE OF:

  •     Climate Risk Assessment (e.g. wildfire, drought, extreme weather, flooding, air quality/smoke, etc.
  •     Energy Resilience/ independence
  •     Principles of risk-management planning, developing, and implementing programs.
  •     Knowledge of grant writing/ technical writing
  •     Basic financial and statistical record-keeping techniques.
  •     Recent developments regarding applicable Federal/Tribal environmental laws, codes, regulations, policies, and procedures.

 SKILLS:

  •     Excellent verbal and written communication.
  •     Excellent computer skills including working knowledge of Microsoft Office Suite and Adobe Acrobat.
  •     Excellent analytical/ problem solving skills.
  •     Excellent organizational skills, including records management and time management
