JOB SUMMARY:
Responsible for the efficient, effective, and safe operation of the Vocational Rehabilitation (VR), Youth Services, PACE School programming, LaunchIT and programs for BAC in compliance with all applicable rules, regulations, and laws. Ensures quality services and opportunities to provide more inclusive services to participants. Position is primarily focused on managing other people and ensuring compliance with regulations. Position requires extensive depth of expertise and knowledge and expertise in specialized functions or business areas that can be used to develop efficient and innovative ways to accomplish the organization�s business strategies.
EXAMPLES OF ESSENTIAL FUNCTIONS:

- Oversees the day-to-day managerial, and administrative operations of the VR, LaunchIT, Youth Services, and PACE with a focus around transitioning individuals towards employment.
- Maintains BAC quality control systems through outcomes measurement and satisfaction surveys; evaluates data related to VR, Youth Services, PACE, and LaunchIT programs. Provides and implements or recommends program changes as needed.
- Monitors and reviews all monthly ETS data trackers to ensure accuracy and completeness.
- Ensure departmental operations, records, policies and procedures remain compliant with regulatory and organizational standards.
- Addresses and resolves concerns involving participants, families, and stakeholders in a timely and professional manner.
- Represents BAC and develops professional affiliations with government, trade associations, community and business organizations and funding sources to benchmark, and create working relationships.
- Conducts tours for interested potential clients, families, funding sources and staff from other agencies to facilitate awareness of the Employment Transition Services department; provides program information.
- Responsible for directing all administrative functions in accordance with industry standards, regulatory agencies, and company objectives and policies.
- Seeks to understand and appropriately develop a long-range plan to continuously improve on the program offering, with the support of the Director of Employment Transition Services.
- Participates in various meetings and make presentations as required.
- Seeks to gain a better understanding of other programs within the ETS Department including the ADT/AWD and their funding sources.
- Fills in for Director for meetings, oversees the department and participates in the Service Review Team as needed.
- Helps with the creation, design and implementation or the expansion of new programming.
- Works on special projects as assigned.
Supervisory Responsibility:
- Selects, motivates, and evaluates personnel; provides or coordinates staff training and development; works with employees to correct deficiencies; implements discipline and termination procedures.
- Evaluates and monitors work methods and procedures; identifies opportunities for improvement and implements changes in collaboration with the Assistant Manager, Manager of ETS, and Director.
- Participates in the development and administration of budgets; Provides input to forecast of funds needed for staffing, equipment, materials, and supplies; may approve expenditures as appropriate and necessary.
MINIMUM QUALIFICATIONS:
- Bachelor�s degree in human services, business, or related field.
- Four (4) or more years of progressively responsible experience working in care planning for individuals with disabilities (IWD), Vocational Rehabilitation, and Community Relations.
- Minimum of four (4) years of supervisory experience.
- An equivalent combination of education, certification, training, and/or experience may suffice for the above requirements.
- Must satisfy Florida Department of Children and Families (DCF) Level 2 background screening requirements.
- Must have a current Florida Driver�s License and clean driving record.
- Must pass a pre-employment drug screening.
- Must have first aid, cardiopulmonary resuscitation (CPR), and automated external defibrillator (AED) certifications within the first 90 days of employment. Needs to satisfy eight hours of continuing competency units (CCU�s) annually as specified by the Agency for Persons with Disabilities (APD). May be required to have or obtain additional formal industry certification(s) based on area of assignment.
PREFERRED QUALIFICATIONS:
- Experience and knowledge of Adult Day Training Programs with Individuals with Disabilities.
- Experience with grant management
- Experience with Vocational Rehabilitation services
In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of community organizations and social service programs.
- Knowledge of principles and procedures related to supported living services.
- Knowledge of the Health Insurance Portability and Accountability Act (HIPAA).
- Comprehensive knowledge of all ETS grants, contracts and monthly billing processes.
- Ability to handle confidential employment information with tact and discretion.
- Ability to read, analyze, and interpret program related laws and regulations and establish necessary work processes and procedures.
- Ability to manage multiple priorities to ensure that deadlines are met.
- Ability to lead and motivate others to achieve goals.
- Demonstrated proficiency in Microsoft Office applications and experience in program design, implementation, and oversight.
- Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes.
- Ability to establish and maintain effective and collaborative working relationships with those contacted in the course of work.
- Ability to regularly attend work and arrive punctually for designated work schedule.
- Ability to communicate effectively orally and in writing.
TRAVEL:
Limited travel (example: to meetings/trainings/conferences and to area businesses).
WORK AUTHORIZATION/SECURITY CLEARANCE (IF APPLICABLE):
Must be authorized to access and work on government installations.
PHYSICAL REQUIREMENTS:
Depending on the functional area of assignment, tasks involve the routine performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pushing moderately heavy objects and materials (up to 40 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve some climbing, stooping, kneeling, crouching, or crawling. These requirements can be done with or without reasonable accommodation.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside without exposure to adverse environmental conditions (example: dirt, heat, cold, rain, fumes).
SENSORY REQUIREMENTS:
Some tasks require manual dexterity, In addition to visual and hearing acuity.
AVAILABILITY: Full Time
SALARY: Starting at 68,000
