The City & Borough of Juneau's Finance Department is looking to fill our flexibly staffed Budget Analyst I/II position! 


This position is flexibly staffed. The level of the job offer will be based on the selected candidate’s qualifications. If hired at the lower level, the successful applicant will be promoted to the higher level upon meeting the minimum qualifications for the higher level, completing the training plan and demonstrating competency in the work as determined by the supervisor.

WORKING HOURS AND LOCATION

This position works (Monday through Friday) 8am – 4:30pm. Your office would be located in downtown Juneau in City Hall.

Position Duties

Typical responsibilities include analyzing revenues, expenditures, fund balances, and pending legislation for the City and Borough of Juneau (CBJ), related political subdivisions, and the Juneau School District (JSD). This role requires conveying analytical findings through clear and accessible graphs, charts, memos, technical briefs, and narratives for a variety of audiences, including the Borough Assembly, the public, the CBJ Leadership Team, and CBJ employees. Responsibilities also include creating budget forms, templates, schedules, and technical guidance for distribution to CBJ departments and enterprises, as well as analyzing budget submissions and requests based on historical trends, current economic conditions, Assembly direction, available revenue, and the use of fund balance.


The position involves developing and managing technical budget processes, including the preparation of department budget tables and the annual budget book, along with supporting charts and visual materials. It also includes drafting ordinances associated with the budget process, such as appropriation ordinances for CBJ and JSD’s annual budgets and the ordinance establishing the mill rate.


Additional responsibilities include ensuring compliance with State statutes, CBJ Charter and Code, regulations, and established policies and procedures related to financial transactions. The role advises department staff on budgeting practices and manages and tracks departmental incremental budget requests and community funding requests. Duties also include drafting Assembly Grant Memorandum of Agreements following adoption of the annual budget, managing grant disbursements, and tracking required reporting submissions.


This position prepares supplemental budget legislation and Manager’s Reports for review by the City Manager and the CBJ Assembly, tracks supplemental budget requests through the committee process, and establishes budget authority in financial systems upon adoption. It also involves analyzing department budget-to-actual performance to determine whether supplemental expenditure authority is needed at fiscal year-end.


Further responsibilities include drafting the annual CPI Rates and Budget Forecasting Information Memorandum and providing CPI analysis, preparing annual fuel projections and calculating anticipated per-gallon fuel rates for the budget process, and developing a comprehensive budget guide for the annual cycle. The role oversees quarterly budget monitoring, including budget-to-actual comparisons, budgeted transfers, interdepartmental rates, and associated journal entries, while maintaining accurate accounting structures within budget and financial systems.


The position also develops, maintains, and publishes budget reporting guides for internal users of the budget system (Euna Budget Pro), and produces documentation and educational materials related to budgeting and appropriation principles for both staff and the public. Additional duties include administering, submitting, and tracking State and Federal grant applications, drafting resolutions related to grant applications or acceptances, and preparing resolutions for introduction and adoption by the CBJ Assembly. Finally, the role provides budget training to department administrators as needed.


Minimum Qualifications

Budget Analyst I - (Range 16)

$2,523.00 - $2,694.00 Bi-weekly, depending on qualifications


Experience: A Bachelor’s degree from an accredited college in the fields of Finance, Business Administration, Economics, Accounting, or related. 


OR


Two (2) years of advanced technical accounting, budget, or financial experience that included the review or analysis of financial information, preparation of budgetary documents, coordination of annual budget or financial processes, or related tasks. This work is similar to budget work performed by CBJ Administrative Coordinators and Accounting Technician II positions.

 OR


Four (4) years of any combination of post-secondary education and financial or administrative experience. Experience must have included performing tasks in the following areas:  budget, accounting, finance, or related areas. 

                         

Continued Employment:

Incumbents are required to advance to the Budget Analyst II level within two (2) years of appointment 

in order to maintain employment. Incumbents appointed to the Budget Analyst I level must successfully 

complete probation, meet or exceed performance standards at time of application, and meet minimum 

qualifications for the higher level. 


Budget Analyst II - (Range 18)

$2,874.75 - $3,069.00 Bi-weekly, depending on qualifications


Experience: Six (6) years of any combination of post-secondary education and progressively responsible experience in budget preparation, budget analysis, accounting, or financial management. 


OR


One (1) year of experience as a CBJ Budget Analyst I. 


Examples of Qualifying education and experience (not exhaustive):


A bachelor’s degree in accounting, finance, or a related area of study, and two (2) years of progressively responsible financial and/or administrative experience.


OR


An associate’s degree in accounting, finance, or a related area of study, and four (4) years progressively responsible financial and/or administrative experience.


OR


High school diploma, and six (6) years progressively responsible financial and/or administrative experience.
