The Position:

The Provincial RH/ GBV Coordinator supports the planning, implementation, monitoring and coordination of the integrated programme on Maternal and Reproductive Health (MRH), Adolescents and Youth (A&Y), Gender-Based Violence (GBV), and humanitarian portfolios in Bamyan/ Faizabad/ Mazar and surrounding areas. The incumbent will lead and advance UNFPA Afghanistan’s subnational efforts in MRH, A&Y, GBV prevention and response through a nexus-approach, accountable, inclusive and people-centered programming, and impactful partnerships involving compliance and capacity strengthening across UNFPA-supported programmes and partners.

The position contributes to strengthening inter-agency coordination, reinforcing accountability to affected populations, and ensuring alignment with UNFPA policies, national priorities and frameworks and humanitarian standards.

The position reports directly to the Area Coordinator.

Job Purpose:

The RH/ GBV Coordinator provides technical and programmatic support for the implementation and monitoring of RH/ A&Y, humanitarian, GBV prevention and response interventions in Bamyan/ Faizabad/ Mazar. The position ensures field coordination, partner oversight, quality assurance, compliance with UNFPA standards and national frameworks, and integration of RH/ GBV risk mitigation across sectoral programming.

You would be responsible for:

Field Coordination and Programme Support (RH/ GBV)

  • Oversee and coordinate day-to-day implementation of UNFPA-supported RH/ GBV activities across the Bamyan/ Faizabad/ Mazar Area, ensuring alignment with approved work plans and Country Office annual programme priorities.
  • Serve as the primary field-level focal point for MRH, A&Y, humanitarian and GBV programming within the Bamyan/ Faizabad/ Mazar Area Office coverage.
  • Conduct regular field monitoring visits; provide immediate feedback to relevant programme units on key findings, and provide technical support to implementing partners to ensure quality, inclusive and accountable programming and service delivery. 
  • Identify implementation bottlenecks and ensure timely follow-up actions with partners and the Country Office.

Field Coordination and Technical Leadership (RH/ GBV)

  • Conduct field assessments and/ or situational analyses to determine needs and gaps for MRH, A&Y, humanitarian and GBV prevention and response in Bamyan/ Faizabad/ Mazar. Where appropriate, ensure RH/ GBV issues and concerns are well assessed in other key assessments.
  • Collaborate closely with relevant UN agencies including UNHCR, UNICEF, national and international NGOs and local authorities, to strengthen the relevance, efficiency and effectiveness of MRH, A&Y, GBV and humanitarian interventions in the assigned province. 
  • Coordinate and facilitate capacity building trainings on MRH, A&Y, humanitarian / GBV for UNFPA IP staff, for health care providers, community-based protection network members, and other stakeholders.
  • Support the implementation of program activities, contribute to the development of concepts notes and proposals and engage with donors as required to raise additional programme funds in line with overarching vision and work plan.
  • Support the Country Office in preparing progress report, inputs to sitreps and donor reports as required

Field Coordination and Reporting

  • Represent UNFPA in sub-national humanitarian and Basic Human Needs coordination forums and relevant protection working groups across the Kandahar Area.
  • Participate in inter-agency PSEA coordination mechanisms at sub-national level, as designated by the Country Office.
  • Support dissemination and operationalization of inter-agency PSEA standards and referral pathways among implementing partners.
  • Contribute to service mapping, referral pathway updates, and coordination of field-level responses.
  • Support programme monitoring, data tracking, and preparation of periodic updates for the Country Office.

Perform any other duties as may be assigned by the supervisor or designated authority.

Qualifications and Experience: 

Education:  

Advanced university degree in a field of study relevant to UNFPA’s mandate, such as sociology, anthropology, social sciences, gender studies, public health, public administration, international relations, international development, law or other related fields.

Knowledge and Experience: 

  • At least two years professional experience in RH/ GBV programming, protection, gender, or humanitarian response are required.
  • Demonstrated experience in RH/ GBV prevention and response programming, including survivor-centered approaches is desirable.
  • Experience with PSEAH/safeguarding systems, risk mitigation, and partner compliance is highly desirable.
  • Experience working with NGOs and community-based organizations in fragile or humanitarian settings is desirable.
  • Knowledge of inter-agency RH/ GBV guidelines, protection principles, and humanitarian coordination mechanisms is desirable.

Languages: 

Fluency in English and local language Dari and/or Pashto is required. Working knowledge of other UN languages would be an asset.
