Job Summary



The Transportation Specialist will assist in developing, implementing, and administering the tribe's transportation goals and be responsible for accomplishing various departmental services, including those related to tribal roads and facilities, transportation, construction projects, and land use. The Specialist will also work with the Tribal Planner on future infrastructure, land, and road use project plans.



The incumbent will assist in facilitating agreements and partnerships with municipal, state, and federal agencies that benefit the advancement of the tribal priorities as identified in the Long-Range Transportation Plan, forming a Tribal Transportation Plan and LRTP, keeping inventory current and addressing the needs of the tribe through infrastructure development in accordance with the LRTP. In addition to these agreements, this position will assist in community development and involvement in the Tribal Transportation Plan.



Job Duties & Responsibilities




  • Annually collecting and updating transportation data, including mapping and other available data-gathering methods, and documenting and submitting additional data for existing and future transportation needs.

  • Forecasting requirements, scheduling expenditures, and developing and enforcing planning schedules;

  • Developing and enforcing planning schedules;

  • Maintain satisfactory contract records and files on all road projects and related material.

  • Develop and maintain working relationships with appropriate entities, such as municipalities, states, other Tribal governments, federal agencies, the Bureau of Indian Affairs, the U.S. Forest Service, the National Park Service, Harbormasters office, Federal Transit Agency, and Federal Highways Administration

  • Attend appropriate trainings, workshops, and meetings and represent the Tribe at conferences and functions related to the Tribal Transportation Plan (TTP).

  • Seek out and obtain future funding from federal, state, or private agencies, organizations, or foundations for construction funding and to address the annual Tribal Long-Range Transportation Plan. Work collaboratively to advance tribal priorities per the LRTP.

  • Collaborate with private grant writers to facilitate funding for future Tribal projects. Prepare and submit reports as needed to report grant funds.

  • Engage in public review and meetings regarding the Tribe’s LRTP and update the NTTFI as needed

  • Preconstruction, management, and construction oversight of KIC’s Transportation projects, including Environmental documentation, permits, right-of-way, plans, estimates, and engineers’ estimates to ensure the Tribe has met its regulatory requirements to construct a transportation project under the TTP.

  • Manage the construction of transportation projects for KIC using engineering consultants

  • Manage KIC’s fleet vehicles regarding new vehicle acquisition, maintenance schedule, and general questions

  • Develop KIC’s safety projects as outlined in the KIC Safety Plan

  • Assist the Transportation Manager in establishing the Transportation Headquarters

  • Prepare required documents for Tribal committee and council meetings

  • Other related duties as assigned.
