About the Department
The purpose of this classification is to manage departmental personnel functions for the Albany Police Department (APD); it will assume responsibility for performing personnel functions within the department and will work within the parameters and procedures established by the Human Resources Department. In this capacity, this position will be directly accountable to the Police Chief but will receive some oversight from the Human Resources Director (policies and procedures, quality control, etc.).
Distinguished Characteristics: This is a senior-level administrative and managerial classification responsible for overseeing complex administrative, fiscal, and operational support functions within a police department. The position is distinguished from lower-level administrative roles by its authority to develop procedures, manage budgets and personnel, coordinate interdepartmental initiatives, and provide high-level support to command staff while ensuring compliance with municipal policies, legal requirements, and law enforcement confidentiality standards.
Position Duties
Supervises, manages, monitors, and evaluates assigned staff: directs work assignments; processes employee concerns and problems, counseling and disciplining as needed; adjusts scheduling and staffing to ensure proper coverage; assists in selection process for hiring new staff; provides training and technical support for department personnel; completes employee performance appraisals.
Plans, organizes and prioritizes division workload; monitors status of work in process; reviews completed work to resolve problems; manages operations and activities of the employee resources division.
Coordinates recruitment and hiring activities for the department: maintain/submit employment requisitions for job vacancies via online process; reviews and screens applications; coordinates promotional activities, including assessment centers and promotional testing; participates in or monitors interviews; and attend job/career fairs.
Provides administrative support and oversight for various departmental personnel matters: responds to questions, complaints, and requests for information on matters pertaining to departmental personnel related decisions, problems, programs, policies, procedures, forms and related issues; provides information as requested to Human Resources; completes necessary documentation pertaining to the department's hiring, promotions, demotions, and interdepartmental transfers; processes and approves requests for vacation; address Worker's Compensation/Safety Issues; and administers personnel policies and procedures within the department.
Provides consultative support services and advisement to senior management, supervisors, and employees on departmental issues: consults with the Chief of Police to review department's human resources activities, problems, trends, progress, receives advice/direction; provides valid, reliable information for decision making pertaining to departmental personnel matters.
Ensures departmental compliance with all applicable codes, local state and federal laws, rules, regulations, standards, policies and procedures pertaining to personnel and human resources matters compiles information for preliminary response to employee grievances or allegations of discrimination, harassment, or other issues; assists with problem resolution; and initiates any actions necessary to correct deviations or violations.
Maintains training records or other non-official records for the department; ensures that all records are kept in compliance with City policies as it relates to open records and confidentiality concerns.
Manages and coordinates all training for the department, including both POST and general personnel training: coordinates, schedules, monitors, supervises and documents all training activities for the department; compiles, maintains and coordinates custody of departmental training records; develops and/or oversees the development, review and revision of all training programs; evaluates, compiles and purchases training materials; conducts various training sessions; compiles and analyzes statistical training data; prepares, administers, implements and forecasts budgets for training.
Compiles and/or monitors various administrative/statistical personnel data pertaining to departmental operations; performs research as needed; makes applicable calculations; identifies and analyzes trends; prepares or generates reports and maintain records.
Review, complete, process, forward, distribute, maintain, retain various forms, reports, correspondence, performance appraisals, transcripts, training requests, procedures, organizational charts or other documentation associated with departmental operations, per established policies and/or procedures within designated time frames.
Operates a computer to enter, retrieve, review or modify data in computer database; verifies accuracy of entered data; makes corrections as appropriate; uses knowledge of various software programs to operate a computer in an effective and efficient manner.
Answers the telephone; provides information, guidance and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.
May attend hearings, disciplinary sessions, and meetings for the Albany Police Department; serves on committees as needed; makes presentations.
Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new trends and advances in profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions.
Maintains confidentiality and professional integrity in involvement with departmental issues.

Minimum Qualifications
Bachelor's degree in Business Administration, Management, Human Resources Management, or closely related field preferred; supplemented by three (3) years of progressively responsible experience and/or training that includes recruitment, placement, EEO, or human resources administration; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific Licenses or Certifications Required: Must possess and maintain a valid Georgia Driver’s License.

Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions.
