About the Department
This position is responsible for assisting the Commissioner of Environmental Services in directing and coordinating the Department of Environmental Services (DES) programs, services, and special projects. The Deputy Commissioner is responsible for overseeing the Department’s strategic planning and performance management programs, and directs change management initiatives within the Department. The employee works under the general direction of the Commissioner of DES and assumes their duties in their absence. Performs related work as required.
Position Duties
Oversees the Department’s strategic planning and performance management programs, and directs change management initiatives within the Department;
Serves on and leads various inter-and intra-departmental project groups, special projects, and task forces;
Evaluates and recommends policy concerning major public works functions and initiatives relative to their impact on the City's infra-structure, environmental resources and service delivery systems;
Investigates, resolves and responds to complaints from the public forwarded to the Commissioner’s Office;
Conducts systematic reviews of the efficiency and economy of operations of select areas within the department and works collaboratively with multi-division teams to make recommendations to the Commissioner for improvements;
Consults with other governmental agencies, consulting engineers, contractors, local industries and concerned City departments regarding cross departmental issues, questions, and policies relating to the City environmental resources;
Performs and advises the Commissioner on engineering activities of a wide variety and scope;
Directs, reviews, evaluates specially assigned studies, projects and programs.
Minimum Qualifications
Master's or Bachelor's degree AND five (5) years of administrative experience which included budget preparation, resource allocation, and managing an organization’s strategic planning processes, which included at least three (3) years of experience working in the public works sector managing multi-disciplinary projects and/or initiatives.
