Job Description

Primary Purpose:


To provide technical assistance and professional development in designing, developing, implementing, and evaluating activities that address the unique needs of the Local Education Agencies (LEAs) in Bilingual, ESL, and Title III. Utilize an effective and efficient planning process based on pertinent student, campus, and district data sources to assist LEAs in instructional improvement and meeting LEA and ESC accountability requirements. 


 


Qualifications:


 


Education/Certification



  • Master’s degree required

  • Texas teaching certification required

  • Texas school administrator certificate preferred


 


Skills



  • Instructional leadership experience required  

  • Experience in instructional coaching and accelerated learning required

  • Experience with TEKS Resource System preferred

  • Successful classroom teaching experience and experience working with campus-level administrators in curriculum and instruction required

  • Demonstrated ability to set goals and problem-solve

  • Demonstrated ability to manage time, calendar, job responsibilities, and travel

  • Demonstrated ability to contribute to team and organizational goals

  • Proven ability to deliver content-specific professional development as well as


systemic best practice (e.g., campus-wide/district-wide) professional development



  • Proven ability to train and coach personnel in various school roles (e.g., teachers, support staff, principals, central office staff, superintendent)

  • Experience as a campus administrator preferred


 


Working Conditions:



  • Tools/Equipment Used: Standard office equipment including personal computer and peripherals

  • Posture: Must be physically able to tolerate prolonged sitting, frequent standing; occasional bending/stooping, pushing/pulling, twisting, and standing

  • Motion: Must be physically able to tolerate frequent standing and walking, repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching, occasional driving

  • Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15 pounds); may require occasional heavy lifting and carrying (45 pounds or more)

  • Environment: Must be physically able to work inside; tolerate frequent districtwide travel and occasional statewide travel; regular exposure to noise

Major Responsibilities and Duties:



  1. Provides effective, Bilingual, ESL, and Title III research-based instructional support for campuses in Region 16 (e.g., ESC-designated instructional coaching model, professional development, PLC support, grading of artifacts, etc.)

  2. Communicate effectively with superintendents, principals, and the appropriate staff to develop a systemic process to enhance student performance 

  3. Provides content, best practices, and pedagogical expertise in technical assistance and professional development to support the improvement of instructional practices for monitoring and evaluating student learning 

  4. Collaborates with colleagues in and beyond the ESC to identify professional development needs through detailed data analysis and self-reflection to provide quality services to customers that positively impact student learning (supporting SI and non-SI campuses) 

  5. Sets modifies, and meets short- and long-term professional goals based on self-assessment, reflection, peer and supervisor feedback, contemporary research, and analysis of student learning 

  6. Manages a state or federal grant, if applicable, and follows all guidelines and timelines outlined in the grant 

  7. Provides state-mandated trainings, if applicable 

  8. Creates ongoing collegial relationships with customers 

  9. Travels as a part of job responsibilities 

  10. Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the director. A functioning cell phone means that it is charged, activated, messages checked, and mailbox emptied regularly 

  11. Reports for work ready to perform responsibilities 

  12. Performs duties that directly and/or indirectly impact student performance in Region 16 

  13. Maintains a professional level of confidentiality regarding all ESC matters

  14. Supports the ESC Manifesto: mission, goals, and objectives of the ESC strategic plan 

  15. Upholds and adheres to safety rules and policies of the ESC safety program

  16. Performs professional responsibilities as required by ESC policies, processes, and procedures (e.g., technical assistance, time and effort, etc.) 

  17. Manages time, calendar, and job responsibilities to meet deadlines

  18. Meets proficiency levels of required technology skills as outlined by supervisor

  19. Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor

  20. Performs other duties as assigned
