Job Description

Summary of Position/Objective

The Director of Compliance is responsible for operational excellence through developing and maintaining operational standards in compliance with regulatory standards.  The Director of Compliance is responsible for risk management and maintaining strong policies and procedures.  The Director of Compliance is responsible for the management and operation of the overall compliance program. The principal duties are planning, implementing, and monitoring the Compliance Program. Coordination of compliance audit activities and communication of expectations and reporting results are the key functions of this position. The position ensures compliance with the rules and regulations of regulatory agencies, that the company policies and procedures are being followed, and that behavior in the organization meets the To The Rescue Standards of Conduct. 


Essential Duties and Responsibilities

  • Monitors and reviews organizational policies and procedures to ensure that regulatory changes in state and federal programs incorporate Medicare and Medicaid requirements, HIPAA requirements, among other regulatory/accrediting agencies as well as conducting privacy and compliance audits including risk assessments.

  • Develops and reviews Standards of Conduct to provide guidance to management and employees.

  • Collaborates with other departments to direct compliance issues to appropriate channels for investigation and resolution. Consults with regulatory entities/accrediting agencies as needed to resolve difficult compliance issues.

  • Responds to complaints and/or alleged violations of rules, regulations, policies, procedures, and Standards of Conduct. Develops and oversees a system for uniform handling of such violations. Tracking and trending of incidents. 

  • Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans using quality improvement methodology  for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future. 

  • Provides reports on a regular basis, and as directed or requested, to keep senior management informed of the operation and progress of compliance efforts. 

  • Works with the Human Resources Department and others to develop an effective compliance training program, including appropriate introductory training for new employees as well as on-going training for all employees and managers. 

  • Develops compliance Key Action Plans in accordance with Business Plan goals for compliance.

  • Develops, initiates, maintains, and revises policies and procedures for the general operation of the compliance program and its related activities to prevent illegal, unethical, or improper conduct.

  • Ensures that compliance and HIPAA training for To The Rescue is developed, implemented, and provided on a regular basis. 

  • Remains current on state and federal regulations that affect all To The Rescue programs. 

  • Adhere to and uphold To The Rescue’s values and policies.

  • Completes additional quality assurance reviews as needed.  

  • Performs additional duties as assigned.


Competencies/Qualifications/Education

  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.

  • Have knowledge of auditing and monitoring procedures.

  • Have working knowledge of applicable laws and regulations affecting Iowa and Colorado.

  • Have working knowledge of privacy laws and regulations.  

  • Must possess strong leadership skills.

  • Must have excellent communication skills and the ability to communicate effectively with staff and provide instruction and direction to employees on maintaining compliance with policies, rules and procedures.

  • Proficient with Microsoft Office that includes Word, Excel and/or coinciding Google applications

  • Must have a Bachelor’s degree in human services, social work or related field and/or four or more years of related experience. 

Certificates/Licenses/Registration

The employee shall possess a valid driver’s license and must be eligible for the agency’s vehicle insurance and provide proof of private vehicle coverage.

Oversee the compliance department and team


Work Hours

Office Hours M-F

Emergency on-support as needed

Travel

Frequent travel within a 25-mile radius is expected for this position. Occasionally travel beyond a 50-mile radius may be required, including out of state travel.
