In accordance with the Merit System Rules and Regulations, an eligible list, which will be valid for a one-year period and which will be used to fill vacancies during that period, is being established for this classification. Applicants on the eligible list will be certified in accordance with the Merit System and appropriate union contracts.

EXAMINATION PROCESS: The examination process for this posting may include an evaluation of training and experience, a written examination, a computerized exam, an oral board interview examination, a performance examination or any combination of the above in order to qualify applicants for placement on the eligible list. The eligible list will be used to fill vacancies that occur within the next year. The appropriate number of names on the eligible list as prescribed by Merit System Section 26.03.505 will be certified to the hiring department for consideration to fill the vacant position(s).
New employees are generally hired at the starting salary and may be eligible for merit increases each year upon receipt of a satisfactory performance evaluation, up to the maximum salary.

Position Duties
GENERAL STATEMENT OF DUTIES: Oversees the work of a small crew of Pipelayers and other workers engaged primarily in pipe construction and maintenance of facilities; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: An employee in this class performs supervisory work which involves assigning, supervising, and inspecting the maintenance of pipes requiring skill in the proper techniques of constructing and maintaining these facilities. The work is discussed and assigned in detail by the designated supervisor and is inspected while in progress and upon completion.
EXAMPLES OF WORK: (Illustrative Only)
- Supervises and coordinates the work of a crew of Pipelayers, Motor Equipment Operators, and Maintenance and Construction Workers in the construction and maintenance of pipes and manholes;
- Supervises the workers engaged in digging up and removing and repairing pipe lines;
- Reads blueprints and interprets data including mixture of concrete, location of pipe sections, type and amount of adhesive compounds required to protect pipe;
- Makes and adjusts work assignments;
- Maintains time and work order records;
- Trains and instructs subordinates;
- Performs or assists in performing more difficult or skilled tasks;
- Drives a truck on a relief or intermittent basis;
- Directs the use and placement of safety devices;
- Promotes an ongoing attitude of dedication to excellent public service and ensures that external and internal customers are provided with the highest quality of service;
- Operates a personal computer and other related equipment in the course of the work.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Good knowledge of standard tools and practices used in pipe construction; good knowledge of the hazards and necessary safety precautions involved in maintenance work; good knowledge of and the ability to read and interpret construction blueprints; ability to assign, coordinate, and supervise the work of others; ability to set batter boards and transfer grades from stakes with lock levels; ability to follow oral and written instructions; ability to communicate courteously and effectively, both verbally and in writing; skill in the use of common hand tools.
MINIMUM QUALIFICATIONS: At least three (3) years' experience as a semi-skilled laborer working on pipe construction or maintenance projects and possession of a high school diploma or GED; or an equivalent combination of experience, education or training directly related to the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENTS: Possession of a valid commercial driver's license Class B (CDL B) or greater (CDL A); or the ability to obtain a Delaware commercial driver's license Class B (CDL B) or greater (CDL A) within six (6) months of hiring or promotion. Must pass a Class III County physical examination and background check.
