Job Title: Project Manager

Department/Fund: HED

Reports to: Project Manager, Supervisor

Summary

The Project Manager is responsible for the day-to-day stewardship of affordable housing projects. Coordinates lenders, city officials, consultants, lawyers, architects, appraisers, contractors, equity investors and all other parties necessary to a guide a project from initial feasibility to occupancy. It is a position of high responsibility and pressure that requires an individual with keen analytical skills, negotiating savvy, precise coordination and detailed documentation, while at the same time achieving maximum efficiency while outside the office.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Identify potential project sites
  • Prepare project feasibility analyses of potential affordable housing projects under various financial models
  • Identify major stakeholders of each project and direct the procurement of each stakeholder’s support.
  • Coordinate meetings throughout the project development period that will facilitate the development.
  • Represent CCF at meetings, bidders’ conferences, and meetings with representatives of various public entities
  • Prepare loan, grant and various other applications in order to secure funding
  • Help select, coordinate and supervise the work of the development team members, including consultants, architects, attorneys, engineers, contractors and brokers
  • Interface with government and private agencies to obtain rental subsidies or other resources available to provide permanent affordable housing
  • Attend job meetings and monitor construction progress
  • Ensure that the funds for construction, sometimes from multiple sources, flow in a timely manner so that construction is not delayed
  • Ability to read, analyze and edit design and construction documents

Supervisory Responsibilities

The job has no supervisory responsibilities. On special occasions, for specific projects, may directly supervise a small number clerical employees and/or reception staff. During the construction period of projects, will work hand-in-hand with the Construction Manager to ensure progress of construction. Carries out coordinating responsibilities in accordance with job duties, organization’s policies and applicable laws. Responsibilities may include participation in planning, assigning, and directing work.

Education and/or Experience

Bachelor's degree (B. A.) from a four-year college or university in economics, urban planning, business finance, real estate development, public policy, or related field, and two years’ experience in a real estate development-related field; or equivalent combination of education and experience.
