Job Description

Primary duty consists of performing a wide variety of difficult and complex office duties directly related to the management of all Quality Assurance operations to include direct interface with both internal and external contract customers; and exercising discretion and independent judgment with respect to matters of significance, concerning all Quality Assurance reporting to both senior contract and government personnel. Performs difficult and complex office support work involving independent judgment, requiring accuracy and speed under tight deadlines; effective oral communications, both in person and on the phone; operates modern office equipment with skill and efficiency; interprets and applies office methods, rules, and policies; understand and independently carry out oral and written directions; maintains complex records; effectively meets the public in situations requiring tact and poise; and establishes and maintains cooperative relations with subordinates and superiors. Facilitates workflow within the Quality Department for the development, implementation, and maintenance of documentation to include Quality Manual, system procedures, desk guides, forms, and records to support an ISO 9001 compliant Quality Management System. Facilitates the development and implementation of Annex Quality Control Plans, Quality Control Inspection requirements and annex Quality Control Representative activities. Coordinates QA/QC activities, data gathering, and reporting with Annex QC Representatives, ISO Coordinators, and designated POCs. Assists with the continual improvement process, the employee suggestion program; generates preventive / corrective action reports and monitors / verifies subsequent actions to ensure adherence to contract requirements. Assist in the scheduling and performance of internal quality audits; reviews audit notes and compiles final report; follows up on corrective actions for non-conforming items. Compiles / evaluates quality data documentation; validates accuracy of reports / data received from work force; records data and prepares formal reports in support of management review. Assists in facilitating and providing Quality Training to company employees, leadership team / staff, and specific audiences (Quality Control representatives, ISO Coordinators, Internal Quality Auditors, Customer Satisfaction POCs, Annex CDRL POCs) on regular basis to educate and implement quality as company policy and strategy. Assists with other various projects to include: preparation of Award Fee Evaluations / Self Assessments, Performance Metrics, monthly reports. Works within functional areas of: installation, operation, maintenance, and remedial maintenance as required with areas of responsibility crossing both operational and administrative functions; General areas of understanding include Federal Acquisition Regulations, Financial reporting, Timesheet charging, Procurement of Material and Services, Information Technology, Property Management, Port Operations, Facility Sustainment, Restoration, and Modernization (SRM), Facilities Services (Solid Waste Collection), Utilities services (Power, Waste Water, Steam, Hot, and De-mineralized Water and Potable Water Services); Environmental Operations; Base Supply and Transportation. Individual must exercise discretion and independent judgment with respect to matters of significance concerning all aspects of Quality Control reporting. Perform other duties as assigned by Quality Specialist and/or Quality Manager.

 

Qualifications and Skills:

Must possess a high school diploma, or equivalent. Must have a minimum of two (2) of experience in Quality Control or Quality Assurance experience. Must be proficient in Microsoft Office programs Word, Excel, Outlook, PowerPoint. Must be experienced in Six Sigma or related total quality management methodologies and ISO 9001. Must have knowledge of probability and statistics and have experience in the development and conduct of internal quality audits, inspections, and surveillances. Must be able to obtain secret clearance. Must have excellent communication (oral, presentation, and written) and interpersonal skills. Must be well organized possess planning and problem-solving skills.

Desired:

College degree, preferably in mathematics, statistics, or other related scientific fields, from a U.S. accredited college, university, or equivalent institution or a certification in an equivalent quality, management, or administration program. Knowledgeable of Computerized Asset Management Systems such as MAXIMO, key performance indicators and metrics, electronic dashboards. Training and certifications in safety aspects. Be proficient with Microsoft Projects and Visio. Experienced technical writer for planning and developing documentation, reports and presentations.
