Reporting to: Vice President, WtE
FCC Environmental Services is seeking a Development Director – Waste-to-Energy (WtE) to drive the expansion of its WtE platform across North America. This is a senior leadership role responsible for originating, developing, and executing investment opportunities, including greenfield projects, public-private partnerships, and acquisitions of operational assets.
The successful candidate will drive projects from early-stage origination through investment approval and financial close, working at the intersection of commercial strategy, technical development, and stakeholder engagement.
Key Responsibilities
- Identify and secure new Waste-to-Energy opportunities, including greenfield developments, municipal procurement processes, and strategic acquisitions
- Shape and execute the North American WtE development strategy in alignment with FCC Group growth objectives
- Maintain a robust, forward-looking development pipeline across priority markets
- Conduct technical, contractual and strategic due diligence on prospective projects.
Project Development & Execution
- Lead the full development lifecycle from opportunity screening through feasibility, structuring, and investment approval
- Direct technical, environmental, commercial, and financial workstreams to deliver bankable, investment-ready projects
- Work collaboratively with Commercial Director – WtE in the preparation and submission of bids, tenders, and proposals for public and private sector opportunities
M&A and Commercial Structuring
- Assist and work alongside FCC Enviro M&A team in acquisition processes, including origination, valuation, due diligence, and negotiation of transaction terms
- Structure and negotiate key project agreements, including feedstock supply, offtake (power/heat), EPC, and O&M contracts
- Support financing processes and engagement with lenders, investors, and internal capital approval bodies
Stakeholder & Market Engagement
- Build and maintain senior relationships with municipalities, regulators, technology providers, and industry partners
- Lead stakeholder engagement strategies to support project development and successful procurement outcomes
- Monitor market dynamics, regulatory developments, and technology trends to inform investment decisions
Leadership & Governance
- Lead cross-functional teams across engineering, finance, legal, environmental, and commercial disciplines
- Manage external advisors including technical, legal, and financial consultants
- Prepare and present strategic recommendations to executive leadership and governance committee.
Project Transition
- Oversee the transition of successfully developed or acquired projects to delivery and operations teams
- Ensure continuity of project intent, contractual obligations, and risk allocation through handover.
Health, Safety, Environment & Quality (SHEQ)
- Champion a strong safety and environmental culture across all development activities
- Ensure all projects are developed in compliance with applicable health, safety, and environmental regulations
- Promote best practices in environmental performance, permitting, and sustainable development
Experience & Qualifications
- Bachelor’s degree in Engineering, Environmental Science, Business, or related field (Master’s or MBA preferred)
- 10+ years’ experience in infrastructure, energy, or waste sector development
- Proven track record of originating and delivering complex projects to financial close
- Experience in Waste-to-Energy senior management, either Maintenance or Operations is a must.
- Demonstrated experience in M&A transactions, including due diligence and deal execution
- Strong understanding of public procurement frameworks, PPP models, and long-term concession structures
- Experience working across multiple jurisdictions and in matrixed organizations
