Project Summary:

The EUR/ACE Monitoring, Evaluation, and Learning (MEL) Task Order supports the U.S. Department of State�s Bureau of European and Eurasian Affairs in strengthening evidence-based decision-making across a diverse portfolio of foreign assistance programs. The project provides comprehensive MEL services, including project- and portfolio-level monitoring, third-party monitoring, evaluations, data quality assessments, and strategic learning. Operating in complex and, at times, conflict-affected environments, the task order emphasizes methodological rigor, adaptive management, and timely delivery of actionable insights to inform policy and programmatic decisions. The task order supports EUR/ACE headquarters by delivering timely, high-quality MEL services through close coordination with bureau staff, implementing partners, and task order leadership to inform program oversight, learning, and decision-making.

Position Summary:

The Senior Data Analyst serves as a technical lead responsible for advanced data analysis, visualization, and management of MEL data in a custom Salesforce-based platform used to track outcome indicators, baselines, targets, and results across a complex foreign assistance portfolio. This position works closely with MEL specialists, implementing partners, and client leadership to transform partner-reported data into actionable insights through dashboards, briefs, and strategic analytics aligned with Administration priorities

The role supports portfolio and project level evidence generation by maintaining the EUR/ACE SPARK database, producing dashboards and analytic products, and ensuring data integrity and compliance with Department of State requirements. This position is fulltime and contingent upon award.

General Duties and Responsibilities:

Salesforce System Management

  • Manage and maintain the client database (Salesforce-based) for outcome monitoring, including quarterly entry of indicators, baselines, targets, and results following each data call.

  • Update and support database objects, fields, reports, dashboards, and testing, coordinating with administrative and developer support as needed.

  • Ensure data integrity, standardization, and verification procedures to enable aggregation across sectors, countries, and project clusters.

  • Maintain documentation and version control to support continuity, audits, and data governance requirements.

Data Analysis, Visualization, and Reporting

  • Analyze project- and portfolio-level data to identify trends, patterns, and performance against strategic objectives.

  • Develop and maintain interactive dashboards and visualizations using Salesforce and tools such as Tableau to support technical and non-technical audiences.

  • Produce data visualizations and analytical inputs for quarterly data calls, Annual Performance Reviews (APRs), portfolio assistance reports, and leadership briefings.

  • Support preparation of evidence-based briefs, success stories, and special reports for OMB, OIG, GAO, and Congressional requests.

MEL and Partner Support

  • Collaborate with MEL specialists to ensure partner MEL plans, indicators, and reporting align with 18 FAM 301.4.

  • Support implementing partners and staff in data submission, validation, and use of client platform for performance reporting.

  • Assist with APRs by uploading indicator data, generating dashboards, and supporting completion of required submission forms.

  • Contribute data inputs to project-level and meta-level evaluations, including cost and ROI analyses where required.

  • Facilitate and support platform training as needed

Compliance and Data Governance

  • Ensure all data management and reporting complies with USG data governance, cybersecurity, privacy, and records retention requirements, including handling of SBU and PII.

Minimum Education and Experience

  • Master�s degree in data science, analytics, statistics, information systems, public policy, international development, or a related field.

  • 7+ years of professional experience in data science, data analytics, or a closely related field.

  • U.S. Citizenship

Required Skills and Competencies:

  • Advanced data analysis and visualization skills, with experience supporting monitoring, evaluation, or performance management systems.

  • Strong proficiency with Salesforce-based platforms and dashboard/report development; experience with Tableau or similar visualization tools preferred.

  • Demonstrated ability to manage, clean, verify, and synthesize large, multi-source datasets.

  • Experience translating complex data into clear, accessible visuals and narratives for diverse stakeholders.

  • Familiarity with U.S. Government data quality standards, reporting requirements, and data security expectations.

Required Security Clearance: Ability to obtain Secret clearance.

Location and Travel: Washington, DC; international travel as required.
