Position Summary:

The Director of Facilities & Fleet Services is responsible for overall management and daily operations of the Facilities and Fleet Services Department. Responsibilities include preserving the good condition of CWS grounds and administrative buildings to ensure facilities are safe and well-functioning and for ensuring the safe operation and mechanical integrity of all CWS fleet vehicles and equipment.

Essential Functions:

  • Responsible for the overall management and operations of the Facilities & Fleet Services Department.
  • Oversee the supervision of Facilities & Fleet Services Department personnel to include administering performance appraisals and new hire orientation period evaluations and coordinating required training as needed.
  • Responsible for preparation, monitoring and controlling the Facilities & Fleet Services Department’s annual Recurring Capital and Operations and Maintenance (O&M) budgets.
  • Responsible for planning and management of maintenance and improvements to administrative buildings and associated ancillary and leased facilities/properties to ensure acceptable appearance, full functionality, efficient utilization and overall suitability for business needs and safe occupation by workforce.
  • Responsible for planning and management of maintenance and improvements to a centralized fleet and equipment shop and fuel facilities; includes planning and coordination of fleet and equipment needs with CWS department directors and with CWS purchasing staff for procurement.
  • Oversee and develop use of a Computerized Maintenance Management System (CMMS) for corrective repairs, preventive maintenance, predictive maintenance, and inventory control in accordance with CWS Asset Management Program policies and procedures.
  • Coordinate and manage contracted services including development of scope and specifications and bidding solicitations in accordance with CWS procurement policies.
  • Develop and maintain Facilities & Fleet Services Department policies and procedures ensuring compliance with all CWS requirements and other regulatory statutes.
  • Interact and communicate with various groups and individuals such as CWS executive leadership, other CWS departments and department leaders, vendors, sales representatives, outside repair/service personnel, insurance company representatives, the public, etc.
  • Responsible for the administration and maintenance of departmental programs, standards, and procedures to include the ISO 14001 Environmental Management System.
  • Responsible for ensuring that appropriate records are completed and maintained in the areas of training, OSHA, and emergency preparedness.
  • May be required to work during emergency conditions.
  • Regular attendance required.
  • Job performance must conform to all CWS policies and procedures.
  • Specific knowledge of CWS Environmental Management System policy and procedures required.

Physical Requirements, Activities, and Working Conditions

  • Routine sedentary work with extended sitting required. Occasionally positions self to exert up to 20 lbs. of force to lift and transport objects. Objects greater than 50 lbs. require a two-person operation.
  • Ability to ascend and descend stairs, traverse uneven ground, and climb ladders to evaluate or inspect equipment and facilities.
  • Ability to reach, pull, lift and handle objects in a workplace environment.
  • Routinely operates a computer and other office productivity machinery such as but not limited to a telephone, fax, copier and calculator.
  • Must be able to make visual observations during both daytime and nighttime conditions.
  • Ability to effectively communicate in writing and verbally to include comprehension of complex oral and written instructions.
  • Ability to observe and comprehend computer screens, manuals and reports for understanding and action.
  • Ability to operate and maintain motor vehicles.
  • At times subject to environmental conditions.  Must be able to wear Personal Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.  

Education and/or Experience

  • Bachelor’s degree in engineering or related field with a minimum of six (6) years’ experience in facilities, fleet, or industrial maintenance of which three (3) years must be in a management role, or a combination of relevant education and experience totaling twelve (12) years of which three (3) years must be in a management role.
  • Strong leadership, communication, decision-making, and conflict-resolution skills.
  • Demonstrated leadership and management competencies that drive a strong safety culture.
  • Experience preparing complex Recurring Capital and O&M annual budgets.
  • Proven experience in project management to include planning, executing, and closing projects, ensuring they are completed on time, within scope, and on budget.
  • Advanced proficiency in Microsoft Office Suite to include Word, Excel, and PowerPoint.
  • Familiarity with work order systems, preferably a recognized CMMS.
  • Familiarity with construction, architecture and various systems, such as HVAC and electrical preferred.
  • Prior work record indicating dependability and conscientiousness.

Licenses, Certifications, Registrations

  • Valid South Carolina Driver’s License Required.

Training Needs:

  • OSHA and Departmental safety training as required.
  • Skills Based Training.
  • Standard Operating Instruction (SOI) per department requirements.
  • ISO 14001 standards for department and company.
