Summary
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Plans, organizes, directs, coordinates and evaluates programs to promote a safe, accident free and healthy work environment including working with safety committee.
2. Formulates general safety policies and procedures to be followed by Plant Board personnel in compliance with federal and state laws, administrative regulations, and Plant Board policies and procedures. This includes but is not limited to, confined space, CPR and first aid, global harmonization system, fleet safety, personal protective equipment, excavation and other employee safety programs.
3. Develops and presents safety policy recommendations to the General Manager and/or the Board.
4. Prepares and recommends safety budget for department heads.
5. Develops, updates, and assures the implementation of the Plant Board Safety Manual.
6. Supervises and evaluates all departmental personnel.
7. Administers workers' compensation program, including working with insurance carrier to reduce lost time and monitor unjust claims.
8. Gain a working knowledge of construction practices and methods utilized by the electric, water, and telecommunications departments in order to analyze the cause of workplace accidents and health hazards.. Inspects facilities to detect existing or potential accident and health hazards, and recommends correction or preventive measures where indicated.
9. Maintains safety, training and other records as required by OSHA; Respond to OSHA job site inspections. Maintains confidential employee safety records.
10. Serves as Plant Board contact for outside safety related governmental or insurance inspections. Compiles and submits accident reports required by regulatory agencies and cooperates in the preparation of material and evidence for use in hearings, investigations, and/or legal actions.
11. Coordinates Drug/Alcohol program with Human Resources Department.
12. Develops and administers alternative-duty programs for work-related injuries in conjunction with Human Resources Department.
13. Consults with all departments on design and use of equipment, shops, fire prevention and safety programs.
14. Provides support education and training to staff; maintains training resources for training programs that will increase proficiency in safe practices and promote safety consciousness.
15. Investigates property damage claims and losses, submits reports to the third-party administrator and assists in property claims management including evaluation of claim loss statistics and trends.
16. Performs other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION AND EXPERIENCE
Bachelor’s degree in Occupational Safety, Emergency Management or related field, plus five years related work experience. Additional directly related work experience may be substituted for educational requirements on a year for year basis.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Special Licensing Requirements: Must possess and maintain valid driver's license.
Certification Requirements:
· Must have successfully completed each of the following, or must successfully completed within the first year of employment in the class:
· CPR and Basic First Aid with AED training certification
· Competent person for excavation training
· Competent person for fall protection and scaffolding training
· Confined space entry and rescue training
· Kentucky Transportation Cabinet’s Work Zone Technician and Supervisor courses
PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
OSHA 510, OSHA 511, Certified Utility Safety Professional certification.
