POSITION OVERVIEW

Blackrock Strategy is seeking a Subcontracts Administrator to support program and corporate objectives through effective subcontract management and compliance.

This role sits at the intersection of contracts, finance, and program execution, ensuring subcontracting activities are conducted in accordance with federal regulations, internal policies, and performance expectations. The ideal candidate is detail-oriented, highly organized, and capable of managing cradle-to-grave subcontract administration in a fast-paced, compliance-driven environment.


WHAT SUCCESS LOOKS LIKE

  • Subcontracts are executed, administered, and closed out in full compliance with FAR/DFARS and company policies
  • Subcontract files are complete, accurate, and audit-ready at all times
  • Procurement and subcontracting activities support program timelines and performance requirements
  • Stakeholders (programs, finance, legal, vendors) are aligned through clear and consistent communication
  • Risks, gaps, and compliance issues are identified early and resolved proactively
  • Subcontractor performance and deliverables are tracked effectively and meet contractual obligations


KEY RESPONSIBILITIES

Subcontract Administration:

  • Administer full lifecycle subcontract management, including solicitation, negotiation, award, modifications, and closeout
  • Prepare and issue RFPs/RFQs and evaluate proposals in accordance with federal regulations and company procedures
  • Conduct cost/price analysis and support subcontract negotiations
  • Draft, review, and maintain subcontracts ensuring compliance with FAR, DFARS, and internal policies
  • Ensure proper flow-down of contract clauses and verify subcontractor adherence

Compliance & Documentation:

  • Maintain subcontract files to ensure they are complete, accurate, and audit-ready
  • Support internal and external audits, including CPSR readiness activities
  • Ensure procurement system compliance and adherence to internal controls
  • Maintain subcontractor records, documentation, and reporting requirements

Program & Stakeholder Support:

  • Coordinate with program managers, finance, legal, and vendors to ensure subcontract performance and compliance
  • Track subcontract deliverables, funding, and reporting requirements
  • Support issue resolution, contract changes, and performance-related matters
  • Provide status updates and reporting to support program execution and leadership visibility


REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Business, Supply Chain, Contracts, or a related field, or equivalent experience
  • 8–12 years of experience in subcontracts or contracts administration within a government contracting environment
  • Working knowledge of FAR, DFARS, and federal procurement regulations
  • Proficiency in Microsoft Office Suite and contract management systems (e.g., Deltek Costpoint, Unanet, SAP)
  • Strong attention to detail, analytical skills, and negotiation capabilities
  • Excellent verbal and written communication skills
  • Ability to manage multiple priorities in a deadline-driven environment
  • Ability to identify issues and pursue solutions independently
  • U.S. Citizenship required


PREFERRED QUALIFICATIONS

  • NCMA certification (CPCM, CFCM, or CCCM)
  • Experience with NDAs and Teaming Agreements
  • Familiarity with Contractor Purchasing System Review (CPSR) requirements


WORK ENVIRONMENT

Full-time, on-site presence in Huntsville, AL, supporting corporate and program operations

Fast-paced, compliance-driven environment requiring coordination across contracts, finance, legal, and program teams

Frequent interaction with internal stakeholders and external subcontractors


LANGUAGE SKILLS

Ability to read, analyze, and interpret federal regulations, contractual documents, and company policies

Ability to prepare clear, accurate, and compliant subcontract documentation and correspondence

Ability to communicate effectively with internal stakeholders and external partners to ensure alignment and resolve issues


REASONING ABILITY

Ability to analyze subcontract requirements, financial data, and performance metrics to ensure compliance and support decision-making

Capable of interpreting FAR/DFARS and applying regulatory guidance to real-world subcontract scenarios

Ability to anticipate risks, identify gaps, and resolve issues proactively while maintaining accuracy and compliance
