Job Responsibilities


The Citadel, The Military College of South Carolina is seeking a Director of Facilities Finance in the Department of Facilities and Engineering. This role works under the general supervision of the Vice President of Facilities and Engineering; serves as the primary contact between VPFE and the Budget office.  Will be responsible for the following:



  • Develop and disperses directives; guidance and information to each Director to assist in division budget preparation.

  • Provides technical assistance to each Director in individual budget preparation; collects and reviews all division budget data to maintain consistency with departmental budget requirements.

  • Determines accounting procedures, financial analysis and controls are adequate and that the financial informational needs of the department and its customers are met.

  • Responsible for overseeing all departmental accounting and financial procedures.

  • Provides an internal control function for the department; assuring that all college required procedures for timekeeping, control of financial resources, records and accountability are being met.

  • Collects and analyzes financial information throughout the year for possible mid-year adjustments and guidance in upcoming year's budget.

  • Develops ongoing budget performance reports and analysis providing financial guidance and recommendations to the Vice President, AVP, and Division Directors.

  • Works with the Finance and Business Services Department in order to maintain accurate accounting records for all plant funds, including secondary oversight of capital construction and renovation projects.


 


 Minimum Qualifications



  • A bachelor's degree in accounting, finance, business or related field

  • Must have progressive professional experience directly related; such as accounting, auditing, finance or commercial lending.

  • Knowledge of the principles, practices, theories and terminology of accounting, banking, budgeting, financial management or investment.

  • Knowledge of state government fiscal accounting processes. Knowledge of financial EDP systems.

  • Knowledge of rate-making practices and procedures.

  • Knowledge of basic commercial laws, the Uniform Commercial Code and commercial lending practices.

  • Ability to analyze and interpret complex financial data and reports.

  • Ability to review and guide the budget and accounting duties of departmental peers.

  • Ability to establish and maintain effective working relationships with others.
