System Engineer Level 3 – Governance
LCAT: System Engineer Level 3 (SE3)
Position Specifics:
Support A+2 in establishing and implementing governance processes to manage requirements across a large portfolio of 160+ products with diverse mission customers, funding sources, and delivery teams. This role will help create the strategy and process framework for requirement intake, governance, and decision tracking, then translate that into effective JIRA architecture and workflow implementation. The ideal candidate has strong CCB and/or OIPT experience, is highly proficient in JIRA beyond queue setup, and can bring structure to a fast-moving, multi-team environment.
Key Responsibilities:
- Design and implement governance processes for requirement intake and management
- Support establishment of governance boards and decision workflows
- Build and structure JIRA processes, workflows, and architecture to support governance execution
- Coordinate action items from CCBs, design reviews, program reviews, and related forums
- Ensure requirements changes are controlled, traceable, and aligned to stakeholder intent
- Partner across leadership, product teams, and technical stakeholders to improve portfolio flow
Basic Qualifications:
- 20 years of Systems Engineering experience on programs/contracts of similar scope, type, and complexity
- Demonstrated experience planning and leading Systems Engineering efforts
- Bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related field
- Five additional years of SE experience may substitute for the degree
- Experience supporting configuration control, cross-discipline coordination, and requirements/change management processes strongly aligned to the SE3 LCAT
