At Safe & Secure Healthcare, we are seeking an experienced, organized, and dynamic Operations Manager – Home Healthcare to oversee the daily operations of our home healthcare services. The Operations Manager will be responsible for ensuring the efficient delivery of care, managing staff, overseeing administrative processes, and ensuring compliance with healthcare regulations—including those set forth by the Ohio Department of Developmental Disabilities (DODD).
This individual will play a key role in enhancing the quality of care provided to clients and supporting the growth and development of our home healthcare operations.

Key Responsibilities
Clinical & Medication Oversight
- Ensure proper medication administration procedures are followed according to Ohio DODD standards, including MAC (Medication Administration Certification) levels 1–3.
- Monitor and ensure timely and accurate refill and inventory of prescribed medications.
- Perform routine MAR (Medication Administration Record) reviews to verify accuracy, completeness, and compliance with DODD documentation standards.
- Ensure completion of medication error reports, follow-ups, and retraining in line with DODD and internal procedures.
- Manage and track client appointments (medical, therapy, behavioral), including transportation coordination and follow-up care.
Operational Leadership
- Coordinate all aspects of daily service delivery, including staffing, scheduling, service implementation, and emergency coverage.
- Maintain compliance with all DODD, Medicaid, and internal billing and documentation protocols, including oversight of service authorizations, ISPs, and daily logs.
- Conduct site visits and support internal audits to ensure operations meet compliance and quality standards.
Staff Supervision & Development
- Supervise and support a team of healthcare staff, including DSPs, nurses, site supervisors, and administrative personnel.
- Train and mentor site supervisors on daily operations, documentation, incident reporting, and staff oversight.
- Provide ongoing DODD-compliant training for staff on medication administration, client-specific care needs, behavior plans, and emergency procedures.
- Conduct regular performance evaluations, coaching sessions, and corrective action processes.
Regulatory & Quality Compliance
- Ensure all services meet Ohio DODD, HIPAA, OSHA, and other applicable regulatory requirements.
- Participate in incident investigations, including Unusual Incident (UI) and Major Unusual Incident (MUI) tracking and follow-up.
- Review and implement corrective action plans resulting from internal or external audits and health & safety alerts.
- Maintain ISP compliance, and coordinate with interdisciplinary teams to ensure plans reflect client needs.
Administrative Oversight
- Oversee and maintain accurate records including MARs, appointment logs, training records, and daily care documentation.
- Assist in managing the operational budget, staffing levels, and procurement of medical supplies and equipment.
- Supervise billing and revenue cycle management to ensure timely and accurate Medicaid Waiver claims.
Client and Family Relations
- Serve as a primary contact for families, guardians, and case managers, ensuring transparency, communication, and satisfaction with care services.
- Address and resolve client concerns promptly while maintaining quality and regulatory compliance.
Collaboration
- Coordinate with county boards of developmental disabilities, physicians, case managers, therapists, and other professionals for holistic client care.
- Promote collaboration between site supervisors, nursing, administrative, and direct care staff.
- Bachelor’s degree in healthcare administration, Nursing, Business, or a related field.
- Minimum of 3-5 years of experience in home healthcare operations or healthcare management, with at least 2 years in a leadership or supervisory role.
- In-depth knowledge of home healthcare regulations, quality standards, and best practices.
- Strong leadership and team management skills, with the ability to motivate and support staff.
- Excellent communication, interpersonal, and problem-solving skills.
- Proficiency in healthcare management software, scheduling tools, and Microsoft Office Suite.
- Ability to manage multiple priorities and work effectively under pressure.
- Strong organizational and time management skills.
- Knowledge of billing, coding, and revenue cycle management in home healthcare (preferred).
- CPR and First Aid certification (preferred).
- Valid driver’s license and reliable transportation (if required)
