The Governance Practice engagements range from diagnostics, technical assistance, and advisory services; learning, innovation and knowledge management; preparation of financing operations and provision of project implementation support, monitoring and reporting. An important part of its responsibilities is to deliver operational support to other Practices, including through inputs for policy-based operations, hands-on implementation advice, and direct fiduciary due diligence of investment financing.

Armenia Governance Program
The Governance Practice has a long-standing engagement with the Government of Armenia. On-going and pipeline Governance operations, analytical and advisory work includes:

•  Support reforms to strengthen transparency, accountability, and the effectiveness of public institutions. Ongoing and pipeline activities typically include a mix of lending operations, and trust fund–financed analytical and advisory work, including support on public financial management, domestic revenue mobilization, public administration modernization, digital government (GovTech), service delivery modernization, integrity and anti-corruption, and selected justice sector governance areas (as applicable), including diagnostics, technical assistance, and implementation support for priority reforms and digitalization initiatives).
•  Support to public financial management reforms and fiscal transparency initiatives, including strengthening budget processes, reporting, and selected public investment management initiatives.
•  Support to integrity, accountability, and anti-corruption reforms, including strengthening relevant institutions, regulations, and digital tools.
•  Operational support to country dialogue and cross-sectoral engagement, including coordination with government counterparts and development partners, briefing materials, and knowledge products.

The Governance Practice operates as part of the Prosperity Practice Group, contributing to the design, preparation, and implementation of operations, and analytical and advisory work led by other practices. Many of the Governance Practice’s activities in Armenia are co-financed by development partners.

Duties and Accountability
The ETC will report to the Governance Practice Manager working as part of the World Bank Country Management Unit team based in the Yerevan country office and the ECA region Governance team. The ETC will:

•  Deliver analytical work on tax and customs administration, including diagnostics, benchmarking, and thematic studies in priority areas.
•  Contribute as a core team member to a functional review of the State Revenue Committee (SRC), coordinating the review process with the SRC and developing actionable recommendations.
•  Coordinate stakeholder engagement and collaboration among government counterparts and development partners for technical engagements with the SRC.
•  Undertake technical review of deliverables related to tax and customs issues, providing consolidated comments and quality assurance support to the task team.
•  Prepare and review concept notes, project proposals, and program documents aligned with the Bank’s strategy, including inputs for briefs, aide-memoires, and management updates as requested.
•  Deliver capacity development activities, including training, guidance materials, and dissemination of lessons learned, in coordination with the task team and counterparts.
•  Support coordination and operational follow-up for delivery of the tax and customs reform program (e.g., meeting organization, minutes, action tracking, and liaison with counterparts), as needed to implement the scope above.
•  Carry out other tasks as assigned by the task team, consistent with the purpose of this assignment.
