This position is responsible for overseeing new contracts in the Michigan Education Trust (MET) contract database (PRIMA) and serves as a vendor liaison for PRIMA. This includes using contract data within the database to develop methods to track statistical enrollment information. This analyst studies past and present trends and reviews statistics with the Executive Director for future planning and recommendations. This position also serves as the liaison for DTMB Imaging Services to maintain the HP Content Manager (HPCM) program and is the primary contact for technical concerns within the MET program. This position includes evaluating program policies and recommending changes to the Operations Manager. This position identifies and resolves issues regarding the usage of MET contracts and provides technical assistance and expertise to beneficiaries, contract purchasers, and postsecondary educational institutions regarding the MET program. Additionally, this position works with the MET Executive Director to prepare reports and conduct correspondence related to the work activities of the MET Board.

Qualifying years of experience is counted post bachelor's degree. Candidates will be reviewed to determine what level they qualify for. Position Duties

Education
Possession of a bachelor's degree in any major.

Note:  A position is considered 'professional' if the job requires a bachelor's degree and qualifying years of experience is counted post bachelor's degree.

Professional Experience
Departmental Analyst 9
No specific type or amount is required.

Departmental Analyst 10
One year of professional experience.

Departmental Analyst P11
Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Minimum Qualifications

Military Alternate Education and Experience
Departmental Analyst 9 - P11 
Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.

Official Transcripts. For our purposes, "official college transcripts" must contain the applicant's name, college/university name and address, the degree conferred, and date granted, coursework completed (especially if no degree granted), the Registrar's signature and/or seal, and MUST be recognized by the Council on Higher Education Accreditation (CHEA). A scanned or electronic copy is acceptable, as long as it contains the elements listed above. Failure to provide this evaluation at the time of application may result in you being screened out of the process.


Foreign Transcripts: Applicants who possess a degree from a foreign college or university MUST have their academic credentials evaluated or converted into U.S. educational equivalents unless the degree has been recognized by the Council on Higher Education Accreditation (CHEA). Civil Service accepts evaluations of foreign credentials from National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE). Failure to provide this evaluation at the time of application may result in you being screened out of the process.

Military experience: For those applicants with military service, please provide your DD214 or other official military documentation that may help identify transferable skills and experience that may qualify in lieu of the required education. Failure to provide this evaluation at the time of application may result in you being screened out of the process.

Remote Work. This position is eligible to work remotely on Mondays, Thursdays, and Fridays, and must work onsite Tuesdays and Wednesdays. The selected candidate must have a secure, safe and appropriate designated workspace that allows privacy and prevents distractions to perform the duties of this position. Additionally, the selected candidate must have secure and sufficient internet access of commercial cable or wireless broadband with minimum speeds of 25 Mbps download and 5 Mbps upload. Remote work arrangements are subject to management approval and may be adjusted or discontinued at any time.

Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position prior tobeing appointed to the position. Relocation expenses are not reimbursed.

E-Verify. The Michigan Department of Treasury participates in E-Verify and will provide the federal government with your form I-9 information to confirm that you are authorized to work in the U.S.

Interviews. Interviews may occur virtually using Microsoft Teams. No prior experience with Teams is necessary, as instructions and tips will be provided to all candidates scheduled for an interview.
