REPORTS:         Chief Cooperative Procurement Officer

SALARY:             $113,550 - $139,100 - Grade 31


SUMMARY:

PPA is a nonprofit focused on advancing the procurement profession through its cooperative contract division, RFxPremier, which delivers high-quality, competitively sourced contracts to public entities nationwide.


We’re looking for a Cooperative Portfolio Strategy Official (CPSO) with public or higher education procurement experience to help develop and manage cooperative portfolios. This role partners with sourcing teams and lead entities while also supporting outreach and adoption efforts across the SLED community.


DUTIES AND RESPONSIBILITIES:

Portfolio/Contract Initiation Activities:

  • Conduct market research, spend analysis, forecasting, and ROI assessments to inform cooperative portfolio strategy
  • Organize and lead multi-entity sourcing teams through solicitation, award, and contract administration
  • Support and coach lead entity contract administrators on cooperative procurement processes and master agreement management
  • Facilitate sourcing team meetings, including regular calls and in-person sessions
  • Review and assist in drafting RFPs to ensure alignment with RFxPremier standards; coordinate legal review and stakeholder communications
  • Build and manage relationships with lead entities, sourcing teams, procurement leaders, and suppliers
  • Identify and develop new cooperative portfolio opportunities
  • Respond to supplier and stakeholder inquiries regarding participation in RFxPremier contracts
  • Evaluate existing contracts for potential adoption and coordinate necessary amendments with stakeholders

Contract Maintenance Activities:

  • Coach sourcing teams to increase contract utilization and market adoption using data insights
  • Identify and implement process and technology improvements to enhance contract management
  • Track cooperative contracting activity and monitor market trends, including competing cooperatives
  • Lead education, outreach, and customer engagement efforts to promote RFxPremier contracts
  • Develop and execute promotion strategies for assigned portfolios and initiatives
  • Partner with internal teams to support webinars, events, and other outreach efforts
  • Travel regularly to support sourcing teams, lead entities, supplier engagements, and industry events
  • Maintain RFxPremier web content and track engagement/usage metrics
  • Work remotely with occasional travel

Relationship Building Activities:

  • Build and maintain relationships with chief procurement officers and public sector stakeholders across SLED entities
  • Educate and advise stakeholders on the value and use of RFxPremier cooperative contracts
  • Promote adoption of RFxPremier Master Agreements and the broader cooperative procurement model
  • Support contractor relationships, including coordination and alignment on marketing and outreach efforts
  • Represent PPA/RFxPremier at conferences, events, and industry meetings
  • Track and support key performance metrics to measure impact and inform messaging

MINIMUM QUALIFICATIONS:

  • 5+ years of experience managing complex public procurements and contract administration across diverse categories
  • Highly organized, with the ability to work independently and collaboratively
  • Strong communication and presentation skills (written, verbal, and public speaking)
  • Demonstrated stakeholder engagement and relationship management skills
  • Proficient in Microsoft Office (Word, Excel, PowerPoint) and web-based applications

PREFERRED QUALIFICATIONS:

  • Relevant professional certifications (e.g., CPPB, CPPO, CPM, CPSM)
  • Experience with cooperative purchasing or cooperative contract programs
