Job Description

Position Summary

The HVAC TAB Technical Representative performs a comprehensive Testing, Adjusting, and Balancing (TAB) assessment of air and hydronic systems, integrating with the facility's DDC controls to restore design performance, verify the sequence of operations, and produce a certified NEBB report with corrective recommendations. This role supports a facility currently experiencing critical HVAC operational failure with secondary moisture impacts and requires meticulous field measurement, adjustment, documentation, and certification.

Key Responsibilities

TAB Fieldwork

  • Execute full Testing, Adjusting, and Balancing for all HVAC air and hydronic systems to confirm design airflow and fluid flow.
  • Perform Duct Air Leakage Testing (DALT) per SMACNA HVAC Air Duct Leakage Test Manual to validate duct integrity.
  • Measure and document pressures, temperatures, humidity, velocities, fan/pump performance, and differential readings across systems.

 

Controls Integration

  • Conduct functional performance testing of the DDC system by commanding control points (setpoints, valve positions, fan speeds) and verifying the sequence of operations and physical response.
  • Coordinate findings and adjustments with the DDC specialist to ensure stable control and design compliance.

 

Reporting & Handover

  • Prepare and submit the final, comprehensive NEBB‑certified TAB report, documenting procedures, initial conditions, adjustments made, and final performance data.
  • Provide a formal recommendations section that identifies systemic issues and permanent corrective actions.

 

Tools, Materials & Logistics

  • Provide a complete inventory of TAB tools and materials needed for the assessment; coordinate shipment when items are not available on‑island.
  • Support mobilization/demobilization through Singapore per contract logistics.

 

Safety & Compliance

  • Follow all applicable KBR, NSF Diego Garcia, federal, and local regulations and site procedures.
  • Use required PPE and maintain proper subcontractor identification while on site.

Required Qualifications

Certification & Training

  • NEBB credentialing is required for report certification; work shall be performed and certified by NEBB.
  • TAB Technician level requirements (field performer)
    • Completed 4‑year apprenticeship (minimum).
    • Passed NEBB written and practical exams.
    • Proficient with all TAB instruments.
  • TAB Supervisor/Professional (if serving in a lead capacity):
    • 8+ years comprehensive HVAC/TAB experience.
    • Advanced exams on theory, application, and report management.
    • Engineering degree or demonstrated equivalent knowledge.

Tools & Instruments

  • Proficiency with balometers/flow hoods, manometers, digital thermometers, hygrometers, tachometers/RPM meters, pressure/flow probes, and hydronic balancing equipment. (Technician supplies and inventories tools per SOW.)

Other Requirements

  • Valid driver's license; eligibility to obtain on‑island license upon validation.
  • Strong documentation skills and attention to detail in data collection and reporting.

Working Conditions

  • Work performed on Diego Garcia military installation.
  • Regular hours: 0700–1700, Monday–Saturday.
  • Period of performance: 10 days including travel.
  • Base life support (lodging, meals, etc.) provided by KBR and back‑charged.
