Job Description

About the Department

Performs advanced administrative, clerical, and recordkeeping functions for Animal Services. This position assists with training new Records Specialists, ensures data accuracy, and provides guidance on complex customer service issues. The Records Specialist II is expected to work independently and exercise sound judgment while adhering to City of Midland and Animal Services policies and procedures.

BUDGETARY RESPONSIBILITIES:
Participates in discussions regarding equipment and safety needs, process improvements, and financial transactions related to Animal Services operations.

Position Duties

  • Answers and directs calls, dispatches Animal Services officers, and handles complex or escalated customer inquiries.
  • Assists with processing adoptions, reclaims, wildlife permits, and animal intake while providing excellent customer service.
  • Maintains accurate animal inventory records, monitors impoundment timelines, and ensures timely notifications to owners.
  • Conducts rabies investigations, manages bite case records, and coordinates rabies testing documentation through final results.
  • Oversees the scheduling of animal trap placements and maintains trap inventory records.
  • Provides guidance and support to Records Specialist I staff, assisting with training and workflow management.
  • Prepares and reviews daily financial reports, animal inventory counts, and quarantine records to ensure accuracy.
  • Assists in organizing community outreach efforts, educational programs, and public communications related to animal services.
  • Handles citations, compliance notices, and ensures proper documentation is maintained.
  • Assists with shelter operations as needed, including occasional cleaning and facility support.
  • Identifies opportunities for process improvements and recommends solutions to enhance operational efficiency.
  • Performs other related duties as assigned.


REQUIRED CONTACTS:
Frequent interaction with the public, media, veterinary clinics, rescue organizations, government agencies, and internal City departments.

Minimum Qualifications

Must be able to sit, stand, and move within the facility. Exposure to potentially hazardous chemicals and animals is possible. Ability to lift up to 50 pounds, including animals and supplies.

Other Qualifications

  • Strong leadership and mentorship abilities.
  • Advanced knowledge of animal services procedures, domestic and wild animal handling, and local/state animal laws.
  • Excellent written and verbal communication skills, with the ability to handle escalated situations professionally.
  • Proficiency in office equipment (copiers, fax machines, two-way radios) and computer software, including shelter management systems.
  • Ability to manage multiple priorities and provide guidance to junior staff.
Minimum Education, Experience, and Certification:
  • High school diploma or equivalent required.
  • Minimum of one year of administrative experience in animal services.
  • Proficiency in word processing, data entry, and customer service.
  • Must pass a typing test (40 wpm), spelling test (minimum score of 15), and grammar test (minimum score of 15).
  • Valid Texas driver’s license required.
  • Possession of or ability to obtain Basic Animal Control Certification within six months of employment.

PREFERRED QUALIFICATIONS:
  • Prior experience training or mentoring staff.
  • Experience with shelter management software (e.g., Pet Pointor Chameleon).
  • Familiarity with animal welfare best practices and public safety protocols.
