Behavioral Health Manager - Center for Disabilities & Development
This position provides clinical, operational, and strategic leadership in overseeing the Psychology, Biobehavioral Day Treatment, and Education teams at the Center for Disabilities and Development (CDD). The role is accountable for program performance, clinical quality, staff development, and financial management. This position also serves as a key liaison across UI Health Care, community partners, and interdisciplinary teams, leading performance improvement initiatives, and contributing to long-term strategic planning and program growth.
Develops assessments and recommendations consistent with professional and organizational standards.
Supports the development of new clinical and non-clinical services, including establishing partnerships that enhance program success.
Ensures assigned staff and trainees deliver competent, effective patient care.
Assesses ongoing training needs of department staff and develops strategies to address identified gaps.
Trains staff in new or revised work methods and procedures.
Ensures compliance with all patient safety standards.
Ensures staff adherence to safety standards and procedures when operating equipment, working with patients, and performing job duties.
Coordinates patient flow to optimize access, efficiency, and quality of care.
Monitors and maintains staff productivity levels.
Serves as a training liaison to coordinate clinical education for healthcare professional students, as applicable.
Provides direct supervision of staff, including Clinical Psychologists, Senior Behavioral Health Consultants, and Education Consultants.
Performs human resources functions, including recruitment, selection, onboarding, training, performance management and evaluation.
Ensures continuity of clinical operations during staff absences and personnel transitions.
Partners with the Finance Manager to manage departmental budgets.
Demonstrates accountability for departmental strategic and financial priorities.
Identifies opportunities to reduce expenses, increase revenue, and support fiscal sustainability.
Promotes efficiency and effectiveness of clinical services.
Participates in public relations and marketing activities for the Center for Disabilities and Development (CDD).
Coordinates services across departments and assists in resolving operational issues.
Ensures departmental compliance with regulatory and accrediting bodies.
Develops, maintains, and revises departmental policies and procedures.
Contributes to long-range planning and establishes annual operational goals.
Leads departmental activities aligned with strategic priorities, management initiatives, and performance improvement efforts.
Investigates and resolves concerns raised by staff, patients, families, and other stakeholders.

Required Qualifications:
Master’s degree in Behavioral Analysis, Science, Psychology, or related field or an equivalent combination of education and experience is required.
Minimum 3 years of experience creating, delivering and evaluating programs and services.
Excellent written and verbal communication skills, including experience with public speaking, positive interpersonal skills and ability to work as a member of and/or lead teams and work groups.
Demonstrated exceptional organizational skills, showing the ability to manage multiple tasks, establish priorities, and complete tasks in a timely manner.
Proficiency in MS Office software applications, including Word, Excel, Outlook, and SharePoint.
Desired Qualifications:
Previous experience managing a clinical department or ambulatory care setting.
Possession of a valid State of Iowa license in relevant clinical area.
Experience with managing budgets and analyzing financial and productivity data.
Demonstrated experience in program/service development or quality improvement projects.
Knowledge of University of Iowa and UI Healthcare policies, procedures and regulations.
