Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9902(b)(2) of Title 5 U.S. Code. Incumbents typical work assignments may include the following: Serves as the Deputy Chief of Police in the Pentagon Police Division (PPD) and develops plans and procedures designed to safeguard DoW employees and property against criminal activity, civil disorder, terrorist activities, and other threats. Represents DoW in meetings and confrontations with demonstrators. Provides force protection, security and response force for dealing with threats including basic armed assaults, explosive, chemical and other attacks or surveillance directed against the Pentagon and DoW delegated buildings. Manages the administrative, logistical, training and standardization programs of the PPD and exercises control to ensure the use of government resources are in accordance with all statutory, regulatory, and other guidance. Maintains liaison with local and Federal Law Enforcement and emergency services officials to ensure adequate coordination of plans and programs; Maintain liaison with U.S. Attorney and local prosecutor offices and ensures that all violations of U.S. and state laws and codes committed on PFPA controlled facilities are presented for prosecutions. Establishes crime prevention education programs that (1) encourage DoW member to take an active role in preventing crime; (2) provide information leading to an arrest and conviction in criminal offenses; and (3) facilitate the identification and recovery of stolen property.

Additional Conditions of Employment: This position is identified as a covered position under the PFPA Civilian Mobility Program, Regulation 1400.24. Candidates selected for this position on or after 10/01/2017 must sign a mobility agreement as a condition of employment. PFP A may relocate covered positions and covered employees in permanent changes of duty station between PFP A duty locations in the National Capital Region; Raven Rock Mountain Complex (Adams County, Pennsylvania and potentially other locations to improve mission effectiveness or enhance individual career progression. In order to qualify for this position, you must meet the requirements described below. You may qualify at the AD-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the AD-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: Applying knowledge in federal, state, or local emergency management planning to include continuity of government and continuity of operations at the command level for an agency or police department. Applying knowledge in developing and implementing strategic and tactical plans or operations while demonstrating the ability to think clearly and act effectively in emergency situations. Knowledge/experience in leadership and management of a law enforcement agency in an environment where a high degree of political understanding and skill is required. Applying knowledge in security event planning for major, high-profile security events at the federal, state, and/or local level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
