Job Description

Description

Infant Toddler Development Specialist is a dual role in which this professional serves children, 
ages birth-3 who are experiencing a developmental delay, and their caregivers through service 
coordination as well as developmental services as outlined in the child's Individualized Family 
Service Plan {IFSP). All supports and services are provided with the child and caregivers in a 
natural learning environment, utilizing coaching interactions which build the caregiver's capacity 
to support the child in his/her development. This is a dual role in which this person will also be 
required to provide direct developmental services as outlined on an IFSP with a child and family. 
This employee will work closely with local school divisions to promote successful transitioning of 
children out of early intervention services by the time the child is 3 years old and no longer 
eligible for services. The employee reports directly to the Infant & Toddler Connection System 
Manager.

Essential Functions

  • Provide specialized developmental instruction to children (birth–3) in natural learning environments as outlined in the IFSP.
  • Utilize coaching strategies to build caregiver capacity to support their child’s development.
  • Deliver direct developmental services within required timelines (e.g., within 30 days of IFSP completion).
  • Collaborate with multidisciplinary teams to support assessment, planning, and service delivery.
  • Maintain accurate, timely, and compliant documentation in accordance with agency and regulatory standards.
  • Lead development, implementation, and review of Individualized Family Service Plans (IFSPs), ensuring adherence to Part C timelines.
  • Conduct ongoing service coordination visits to monitor child progress and address evolving family needs.
  • Coordinate and facilitate IFSP reviews, annual updates, intake, and eligibility meetings.
  • Manage transition planning for children exiting early intervention services and entering school-based programs.
  • Ensure compliance with confidentiality standards (HIPAA), licensing requirements, and professional development expectations.

 

Requirements

Minimum Requirements

  • Education:
    Bachelor’s degree in Early Childhood Education, Child Development, Special Education, or a closely related field.
  • Experience:
    Experience working with infants, toddlers, and/or children with developmental delays or disabilities (early intervention experience preferred).
  • Certification/Eligibility:
    Must meet or be eligible for state certification/licensure requirements for Early Intervention/Infant Toddler Development Specialist (per Part C standards).
  • Other Requirements:

    • Valid driver’s license and reliable transportation
    • Ability to travel locally to provide services in natural environments
    • Ability to pass required background checks

Preferred Qualifications

  • Advanced Education:
    Master’s degree in Early Childhood Education, Special Education, Child Development, or a related field.
  • Specialized Experience:
    • Experience in Early Intervention (Part C) programs
    • Experience working in home- or community-based (natural environment) settings
    • Background supporting children with developmental delays, disabilities, or complex needs
  • Certifications:
    • Current Early Intervention certification or credential (state-specific)
    • Additional endorsements in early childhood special education or related areas
