OVERVIEW & PURPOSE:


Inspects building and property construction work in process to enforce State and Local Ordinances/Codes for building construction including the five (5) trade areas of building, plumbing, electrical, fire and mechanical codes.  Work involves performing skilled inspections within level of Certification to determine the quality of workmanship, materials, and safety precautions; work requires exercising judgment in interpreting and applying state codes.  Technical judgment is required to interpret provisions of the codes as applied to practical construction projects and circumstances.  Inspections may require some physical effort and are performed under hazards present in dealing with construction work in progress. Subject to inside and outside environmental conditions and extremely hot and cold temperatures and requires driving throughout the county.  Tact, courtesy, and firmness must be exercised in dealing with contractors and the general public.  Work is performed under regular supervision and is evaluated through conferences, review of reports and records, and contractor and citizen reactions.

Position Duties

ESSENTIAL FUNCTIONS:


Works within level of Certification to inspect residential, commercial, and industrial new construction and renovations, inspecting for compliance with building, electrical, fire, plumbing, and mechanical codes.


Enforces State and Local Building Codes pursuing legal remedies if necessary to stop violations; recommends judicial actions and may be required to testify in court against violators of the State building code.


Advises Contractors in interpreting and applying code regulations; notifies responsible parties of defects and re-inspects to determine if corrective actions have been taken; issues stop orders if necessary; responds to complaints from property owners, investigates and applies codes.


Maintains records of inspections and prepares necessary reports.


Communicates with citizens concerning code requirements.


Attends required hours of continuing education annually to maintain Certification.


Attends and participates in meetings with builders and contractors to advise them of code changes and violations at construction sites.

Reviews plans and specifications in preparation for inspections.


Enforces zoning codes and ordinances.


Plans route to minimize time and travel.


Conducts damage assessment inspections following natural disasters as a team member, ensuring FEMA documentation is accurately submitted per Emergency Management. 


Reviews and studies Building Code Regulations to stay informed of changes in Codes and Ordinances; complete necessary classes to attain Inspection Certifications.

Skill in interpretation of codes and in their application to specific situations.


Skill in reading and interpreting plans and specifications.


Ability to establish and maintain effective working relationships with contractors, County staff and the public.

Ability to enforce regulations tactfully and firmly.


Ability to establish and maintain accurate and thorough records.

Minimum Qualifications

EDUCATION/EXPERIENCE “REQUIREMENTS”:

Graduation from High School supplemented by Trade School course work in building construction trades and experience in construction trades work; experience as a Code Enforcement Officer; or equivalent combination of education and experience.

ADDITIONAL “REQUIREMENTS”:

Possession of a valid North Carolina Driver's License.  

This position is designated as an authorized Motor Vehicle Operator for Iredell County and requires adherence to the Iredell County Vehicle Operations Policy.

Starting salary based on applicant's experience and certification level.

Other Qualifications

BUILDING CODES INSPECTOR CERTIFICATE PROGRAM:


State Certification in Electrical, Building, Fire, Mechanical and Plumbing Codes within the timeframe specified by the State and required by County Management.

Inspectors are classified based on the number of points they receive for each level of Certification they maintain.  Points are awarded as follows: 1 point for each Standard Level I Certificate; 2 points for each Standard Level II Certificate; and 3 points for each Standard Level III Certificate.


  • Building Codes Inspector I - maintains between 1 and 3 points
  • Building Codes Inspector II - maintains between 4 and 6 points
  • Building Codes Inspector III - maintains between 7 and 9 points
  • Building Codes Inspector IV -maintains between 10 and 12 points
  • Building Codes Inspector V -maintains between 13 and 15 points

Salary Adjustments:


Building Codes Inspector salaries will be increased as additional Certifications are earned.  A$1000.00 increase will be given for each additional Level I Certification awarded; a $1500.00 increase will be given for each additional Level II Certification awarded; and a $2000.00 increase will be given for each additional Level III Certification awarded.  When a Building Code Inspector moves from one Level Inspector to the next, reclassification increase will be awarded in lieu of the Certification increase.   In addition, Iredell County will reduce salaries and demote by the same increments if Certifications are decreased.


Any loss of Certification may result in an appropriate reduction in pay and classification or may affect employment status, at the discretion of the County Manager.
