Description

Position Summary 

Serve as an Instructor and Writer for the Cyber Operations Planner Course (COPC) and its international variants (Five Eyes and Coalition). This role is responsible for training personnel in the complex integration of intelligence, joint planning, and targeting to execute full-spectrum cyberspace operations. The instructor must possess a deep understanding of the legal and operational frameworks governing both Title 10 and Title 50 missions.

Requirements

Mandatory Qualifications 

A. Operational Planning Mastery 

  • Joint Process Knowledge: Expert-level understanding of the Joint Planning Process (JPP), Joint Targeting Cycle (JTC), and Joint Intelligence Preparation of the Battlefield (JIPOE)
  • Authorities & Infrastructure: Deep knowledge of Title 10/Title 50 planning, cyber infrastructure, IKE/JCC2, and the technical/operational schemes of maneuver. 
  • Interagency Coordination: Comprehensive knowledge of the relationship between NSA and USCYBERCOM, and the role of Joint/Interagency partners in OCO. 
  • Mission Design: Proficiency in developing Strike/Mission Packages for offensive operations. 

B. Professional & Military Education 

  • Leadership Education: Graduate of a Senior Leader Course (SLC), Captain’s Career Course (CCC), or Warrant Officer Advanced Course (WOAC). 
  • Planning Qualification (One of the following): 
  • Graduate of COPC, ACOPC, or JNAC. 
  • Completion of Joint Staff/Army Special Technical Operations (STO) Planners Course. 
  • Completion of AFIT Cyber 200/300 or equivalent CMF qualification training. 

C. Specialized Experience 

  • CMF Assignment: Documented experience within the Cyber Mission Force (CMF) at the CMT, NMT, or CPT level, or service within a JFHQ-C, CNMF-HQ, or USCYBERCOM staff. 
  • Service Background: Previous experience in MOS fields 13, 17, 25, or 35 (or sister service equivalent). 
  • Leadership Role: Proven experience serving as a Planner or in a similar leadership role within the CMF for either Offensive (OCO) or Defensive (DCO) operations. 

D. Instructional Background 

  • Teaching: 2+ years of experience delivering full-length technical or operational instructional and training material.
