Job Description:

The Program Manager (PM) provides overall leadership, management, and oversight of retirement support services, ensuring all contract requirements are met with high quality, timeliness, and compliance. The PM serves as the primary point of contact for the Government and is responsible for performance management, stakeholder communication, and continuous process improvement. Expertise in government retirement support services for annuity and non-annuity retirement cases, retirement coverage code (RCC), Federal Erroneous Retirement Coverage Corrections Act (FERCCA) cases in accordance with the applicable federal statues, OPM guidance and agency policies.

Key Responsibilities:

  • Serve as the primary liaison between the Government (e.g., program office, COR) and contractor staff
  • Provide overall contract oversight, ensuring compliance with all performance requirements
  • Manage staffing, workload distribution, and resource allocation
  • Monitor performance metrics, including timeliness, accuracy, and customer satisfaction
  • Lead regular status meetings, program reviews, and reporting activities
  • Ensure adherence to OPM regulations, federal statutes, and agency-specific policies
  • Oversee quality assurance processes and continuous improvement initiatives
  • Identify risks and implement mitigation strategies
  • Support surge staffing and workload scaling as needed
  • Ensure all personnel are trained and qualified to perform assigned duties

Experience Requirements:

  • 7+ years of experience managing federal HR, retirement, or shared services programs
  • Demonstrated experience overseeing contracts of similar size and scope
  • Strong knowledge of federal retirement systems (CSRS, FERS, FERCCA, RCC)
  • Experience working with federal agencies or shared service centers (e.g., payroll providers)
  • Proven leadership, communication, and organizational skills
  • Bachelor�s degree (or equivalent experience)
  • Ability to interpret and apply federal retirement regulations, especially those associated with retirement processing
  • Experience working in a team environment to achieve results and ensure customer satisfaction is delivered
