Job Description

Job Title: Quality Manager Operations

Summary: 

The Quality Manager- Operations leads quality operations for Linear and Ordnance buildings, managing quality staff and partnering across teams to resolve critical issues and ensure compliance.

Responsibilities:
The Quality Manager- Operations for the Linear and Ordnance buildings has an important leadership role within the quality organization and reports to the Director of Quality.  This role will entail actively supervising operations (manufacturing and customer) quality engineers, data technicians and other technical quality staff as required, while providing dotted-line leadership for other quality functions.  As a manager, this position entails a balance of people leadership and development and partnering with the other quality, non-quality (operations, program management, procurement, U.S. Government, customers) functions to ensure timely and effective resolution on critical quality issues impacting site operations and deliveries to our customers. 

As a manager, this position requires a balance of quality leadership and partnering with the Operations Quality, Quality Inspection and Supplier Quality managers and technical staff to ensure timely and effective resolution on critical quality issues impacting site compliance activities. 

Key roles and responsibilities will include:

  • People – Support the co-development and implementation of robust career development plans for quality engineering personnel – and other technical staff as required, including skill set development, cross-training, prioritization of development goals and providing them with promotional advancement opportunities within the quality or the broader organization
  • VOC (Voice of the Customer) – Responsible for serving as the primary interface between PacSci and its customer on all quality-related matters.  The Operations Quality Manager is tasked with addressing and resolving quality issues promptly, ensuring timely resolutions that meet (or exceed) customer expectations and that deliver satisfactory outcomes
  • Standard work – Develop, implement and optimize onboarding standard work and procedures for quality engineering (manufacturing and customer) and other staff in your reporting structure
  • MRB Engineering – Serve as a technical SME (Subject Matter Expert) as required, and ensure proper quality engineering staff assignments to ensure continuous and timely resolution of MRB team roles, responsibilities and functions
  • Design, implement and enhance command media procedures to ensure effective operations and continuous improvement of the Quality Management System
  • Develop and advocate for critical Key Performance Indicators (KPIs) for the compliance organization
  • Provide training on effective metric usage and ensure their consistent application and refinement for all quality engineering functions.
  • Lead the quality engineering organization using lean process engineering principles and tools like KAIZEN, Process and Value Stream Mapping events that are the embodiment of the Ralliant Business Systems operating system
  • Artificial Intelligence – Support the goal of supporting future AI (Artificial Intelligence) in the collection, analysis and metrics optimization to support enhancing the effectiveness of the quality organization within PacSci
  • RCCA – Support multi-disciplinary teams through complex root cause investigations in an expedited manner to support site operations
  • RCCA – Ensure that each compliance quality engineer is thoroughly proficient in their understanding and application of causal analysis tools and methodologies
  • FRB – Actively engage and deliver effective quality leadership support to the Engineering Failure Review Board (FRB) activities, ensuring thorough analysis and resolution of quality issues
  • Support the planning and realization of future strategic quality process and day-to-day enhancements processes by championing the incorporation of industry-leading automated quality compliance capabilities – including incorporation of AI for compliance (process, procedure, etc.) risk identification, read-across (to other departments, functions, or other Ralliant Operating Companies) and risk mitigation, with the goal of optimizing external/internal audits
  • Act as a facilitator and provide Quality leadership support during internal and external Quality Audits (AS9100D), and for customer and US Government audits as necessary
  • Embrace and execute additional responsibilities as they arise
  • Role requires working supporting operations via 10-hr daily workweeks with occasional support on “off Fridays”.  Occasional (rotating basis) weekend Quality leadership support the site’s 7-day/week operations may be required

 

Minimum Qualifications:

  • BS Degree in a technical engineering or quality-related field or comparable work experience with a 

    minimum of 10 years’ experience in quality-centric roles such as: compliance quality, operations quality, program or platform quality, or supplier quality. Note: Mfg. Engineering leadership experience may be considered in lieu of dedicated Quality experience

     

  • Proficient knowledge of Quality Engineering principles and practices
  • Expert knowledge and experience with AS9100D, ISO9001:2015 and other industry quality standards
  • Proficient in corrective actions and problem-solving methodologies (CAPA) to allow you to serve as “train-the-trainer” in causal analysis and continuous improvement activities
  • Proficient knowledge of Lean operations/process engineering principles

 

Preferred:

A minimum of 5+ years’ experience as a Compliance or Quality Manager.  Note: Mfg. Engineering leadership experience may be considered in lieu of dedicated Quality experience  

Advanced degree in a technical engineering, quality or operations-related field
