POSITION SUMMARY 

 

The Procurement Professional is responsible for providing procurement, expediting, logistics and limited contract services for the duration of projects. The exact nature of the duties will depend on project needs, but is generally comprised of the following:

Concept Phase: prepare preliminary project procurement strategies, prequalification of suppliers, obtain non-binding prices.

Study Phase: preparation of procurement execution strategies, prepare Equipment and Material requisitions as well as contracts for bid, obtain non-binding prices for estimating, as well as critical long lead items delivery lead times.

Execution Phase: implementation of procurement/contract execution strategy and management of all pre-award and administration of purchase orders and contracts.

The position will provide projects with procurement support preparing tender documents, soliciting quotations, commercial evaluations, and recommendations for award, preparing, and placing purchase orders as well as expediting engineering deliverables and deliveries from vendors, and procurement subcontracted services as required.

The Procurement Professional will work closely with other Company Functional Departments such as project managers, engineering, project controls and administration to ensure procurement issues are identified, considered, fully understood, and addressed during project execution.

 

ESSENTIAL JOB FUNCTIONS

Procurement Professional IV 

  • Requires frequent contacts with vendors and suppliers.
  • Prequalification of vendors.
  • Obtain status updates from vendors and expedite orders to ensure contractual obligations.
  • Review orders for completeness, accuracy, and compliance with existing policies and procedures
  • Make special freight arrangements to expedite shipments
  • Maintain accurate records of proceedings, files, and binding records through contract completion

Procurement Professional III 

  • Obtaining non-binding pricing during study phases to support project cost estimate
  • Approval review and reconciliation of invoices to Purchase Orders and receipts
  • Assist engineering to clarify specifications, vendor technical deliverables, and resolve product issues
  • Coordinate and administer data collection, retrieval, statistical evaluation, procurement scheduling, and departmental reports
  • Assist Procurement management and Project Managers with commercial and scope of work issues

Procurement Professional II 

  • Prepare, issue, and manage requests for proposals (RFPs), request for quotations, and purchase orders in accordance with procedures.
  • Administer change orders, bids, estimates, and cost proposals
  • Interpret and evaluate contract terms and conditions
  • Analyze cost and price data
  • Manage the non-technical aspects of pre- and post-award purchase order or contract administration
  • Prepare commercial bid tabulations and recommendations for award

Procurement Professional I 

  • Prepare and implement project procurement execution plan and strategies
  • Develop negotiation strategies and perform analysis justifying the reasonableness of the price
  • Assure all appropriate Project and Company approvals are in place prior to purchase order awards
  • Prepare assessment and recommendations for managing claims and disputes
  • Support complex/high-value negotiations by gathering and interpreting data from suppliers
  • Demonstrate continuous effort to improve procurement and contracts process efficiency 

Requirements

 

MINIMUM QUALIFICATIONS PER JOB LEVEL

  • Procurement Professional IV – Bachelor’s or equivalent
  • Procurement Professional III – Bachelor's or equivalent; two (2) years of experience
  • Procurement Professional II – Bachelor's or equivalent; four (4) years of experience
  • Procurement Professional I - Bachelor's or equivalent; six (6) years of experience

Compensation for this role is determined based on a variety of factors including each candidate’s relevant experience, industry background, education, and demonstrated skills.
