About the Department

The primary purpose of the Ongoing Services Manager (Social Services Supervisor 2) is to directly supervise Child Protective Services Ongoing/Post-Assessment supervisors, monitor case progress, and provide consultation, training, development, and motivation of staff. This position will write, co-write, and recommend changes to agency policies and procedures, and assist in the development, implementation, modification, and evaluation of existing and new agency programs and services, particularly as they relate to Ongoing/Post-Assessment.

Position Duties

60% Provides supervision for Supervisory & Case Service staff, assign casework, and monitor case progress; provide consultation, training, development, and motivation of staff, provide oversight for cases, provide oversight for court appearances and other information releases, provide oversight and monitoring of grant programs, track and collect data for monitoring purposes, oversight of the START program and assuring certification requirements are met. Write, co-write, and recommend changes to agency policies and procedures; assist in the development, implementation, modification, and evaluation of existing and new agency programs and services. Oversee casework investigations, documentation, and applicable training programs to ensure compliance with rules & regulations (e.g., applicable county, state and federal laws, rules & regulations; agency policies and procedures). Provide & implement, as directed, recommendations for policy &/or procedural changes.  Provide supervisory coverage and assume temporary responsibility of other supervisors &/or administrator during periods of absence or unavailability; serve as liaison between management & staff, direct & participate in supervisory staff meetings, staff consultations and other related management support tasks. Provides orientation training to new social service workers, and ongoing training to current Social Service Worker 2 caseworkers regarding abuse and neglect referrals for both children and adults. 
 
15% Oversee cooperative efforts with appropriate public and private entities (e.g., law enforcement, mental health agencies, state, federal, community and social service agencies). Manage difficult or unusual cases & act as mediator with staff/client grievances/disposition appeals; provide emergency coverage due to absence of regular social services worker.  Promote and ensure active, effective communication with all agencies and service providers that interface with agency staff, foster parents, and clients.   Provide training for social service organizations & foster parents. Provide training and community outreach for social service organizations, staff, and other requesting agencies.

15% Provide testimony &/or represent agency in public, private &/or community/state meetings/events (e.g., juvenile court hearing, district supervisor’s meetings, civic organizations, child advocacy center, daycare centers, etc.). May provide information and support audit efforts &/or respond to general inquiries.   
 
10% Provides after work hours consultations on open cases when necessary.  Performs other duties as assigned.

Minimum Qualifications

Minimum Qualifications

  • Two years experience as a Social Services Supervisor 1, 30134.
  • Or completion of undergraduate major core coursework or two years technical training in behavioral science, social science, early childhood development technology, education or related field. Also requires two years experience in a position similar to a Social Services Supervisor 1, 31034.

Or two courses in adult psychology one of which must be in the area of gerontology or twelve months experience, two courses or twelve months experience in child psychology, two courses or twelve months experience in social welfare or other sociology-related topic, two courses or twelve months experience in counseling, one course or six months experience in interviewing techniques, one course or six months experience in domestic violence, and one course or six months experience in courtroom procedures. Also requires two years experience in a position similar to a Social Services Supervisor 1, 31034.

Preferred Qualifications

Preferred leadership experience of five years or more.

Unusual Working Conditions/Hazards
The incumbent, as a supervisor, is responsible for the safety and health of neglected or abused 
children and older adults and for the enforcement of laws and standards concerning the safety 
or health of neglected or abused children and adults. The incumbent is responsible for 
supervising employees who must pay attention to ensure that their actions do not create 
dangerous situations for individuals who have been subject to abuse or neglect. Additionally, 
the incumbent generally works under favorable working conditions. The incumbent performs 
his/her works in a stable office environment. As such, the position involves very limited 
probability of any injury. Also, the probability of accidents or health hazard is negligible.
