Job Description

The purpose of this position is to conduct a full range of compliance investigations within the Solid Waste Services department’s policies for residents.

Essential Duties and Responsibilities:

  • Perform Solid Waste compliance investigations; conduct neighborhood sweeps to leave hangers on violations; talk to residents about violations that can be resolved with guidance on corrective actions before we issue warnings, or before citations are sent to Code Enforcement.
  • Maintain records; prepare monthly reports on activities; coordinate field investigations with the Senior Solid Waste Customer Service Specialist; perform related work as required.
  • Create orders for code enforcement; orders of corrective actions and/or summons for non-compliance and where applicable to send to Code Enforcement; for chronic violators to remove carts from the street after collection; for violators of loose leaf piles at the street after collection; for illegal dumping of yard waste and or trash in recycling cart.
  • Ensure that regulations and procedures are enforced; advise citizens and outside agencies on acceptable Solid Waste practices; work with customer service problems related to Solid Waste; investigate requests for additional carts and reports of rollout carts at curb; rechecks cart activities.
  • Develop, recommend and implement strategies that support the City's 90% Recycling goals and Clean City Initiatives; develop and recommend solutions to significant policy issues; work closely with customers and work toward a positive interaction in a customer-friendly manner leading to customer satisfaction.

Supplemental Functions:

Performs other similar duties as required.

Job Specifications and Qualifications:

Knowledge:

  • City of Concord Recycle, Solid Waste ordinances;
  • Solid Waste routes;
  • Laws, ordinances, and procedures relating to filing of complaints with the Code Enforcement Officers;
  • Proper inspection methods and procedures.

Licensing and Certifications:

  • Valid North Carolina Driver’s License;

 PLEASE NOTE: Applicants must meet the City criteria for an acceptable driving record.

 

 

Working Conditions / Physical Requirements:

  • Positions in this class require: standing, fine dexterity, walking, lifting, carrying, sitting, reaching, handling, kneeling, pushing/pulling, vision, foot controls, bending, crouching, hearing, twisting, talking.

  • Read and interpret codes and ordinances;
  • Interpret safety rules and apply them to hazardous situations;
  • Exercise good judgment and accept responsibility for one's decisions and actions;
  • Work independently with little supervision;
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public,
    etc. sufficient to exchange or convey information and to receive work direction.

High school diploma or equivalency, with at least one year year of experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
