Job Description:
Responsibilities:
Policy, Governance & Compliance
- Develop, review, and update procurement policies and procedures to align with organizational objectives, regulatory requirements, and best practices.
- Establish and review governance structures to ensure accountability and decision-making consistency in procurement activities.
- Provide policy interpretation and guidance to business units, ensuring understanding and compliance.
- Benchmark policies against industry standards to drive continuous improvement.
- Identify, assess, and mitigate procurement risks, ensuring transparency and fairness.
Tender Management
- Establish and manage the Group level Tender Secretariat as custodian of all tender processes.
- Ensure tender invitations, submissions, evaluations, clarifications, and awards are conducted in a transparent, auditable, and timely manner.
- Safeguard integrity of tender documents (including tender box/email platform) and enforce strict confidentiality protocols.
- Provide secretariat support to Group Tender Committee, including scheduling, documentation, and compliance monitoring.
- Maintain accurate tender records and reports for audit trail and performance tracking.
Stakeholder Management
- Act as advisor to senior management and project teams on procurement governance and compliance issues.
- Build awareness and conduct training on procurement policies, ethical standards, and compliance obligations.
- Collaborate with internal stakeholders to ensure end-to-end compliance.
Reporting & Documentation
- Maintain proper records of the tender process.
- Prepare reports for audit, management review, or board/governance committees.
- Review and draft the BTC’s Chairman’s Report and the BTC activities for disclosure in the Annual Report.
Leadership & People Management
- Lead and manage the Procurement Governance & Tender Secretariat team, setting clear goals and KPIs.
- Foster a culture of integrity, accountability, and continuous improvement.
- Develop team capabilities through coaching, mentoring, and training.
Requirements
- Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, Law, or equivalent.
- Professional certifications (e.g., CIPS, IIPMM, or equivalent) are advantageous.
- Minimum 10–15 years’ experience in procurement/supply chain, with at least 5 years in governance, compliance, or policy leadership.
- Strong knowledge of procurement regulations, contract law, and governance frameworks.
- Proven experience in managing tender processes and secretariat functions.
- Demonstrated leadership, stakeholder management, and change-management skills.
