Job Description

BUILDING DEPARTMENT

Compensation Details:

  • GRADE - 136
  • Salary Range: $108,486 - $141,500

Under general administrative direction of the Assistant City Manager, directs, manages supervises and coordinates the activities and operations of the Building Division.  This position performs highly responsible administrative and technical work dealing with the creation and interpretation of City building codes and administration of Florida Building Code. Supervises and inspects all aspects of construction including residential dwellings, commercial and industrial buildings for compliance with codes and approved plans; performs plan reviews, answers questions from the public.  Work is performed under administrative direction, with ultimate responsibility for making technical interpretations and procedural decisions with respect to administrative projects and the development of new processes. Duties involve working with various boards with the objective of promoting understanding of City codes and Code Enforcement.

DUTIES/TASKS/JOBS:

  • Supervisory, technical and administrative work in organizing and managing the plan review process, inspection activity and any required support functions.
  • Conducts field inspections of work in progress for structural safety and conformity to approved plans.
  • Keeps records and makes reports, attends city commission meetings, and meetings of various boards, i.e.: HARC, BOA, CEB, Code Enforcement Board.
  • Makes final inspections of finished work and issues certificate of occupancy.
  • Supervises activities of building inspectors as directed.
  • Enforcement of regulations, laws, codes and ordinances.
  • Submits monthly, quarterly and annual reports to all applicable Local, State and Federal Agencies.
  • Responds to complaints and investigates reported building code and ordinance violations; enforces code and initiates corrective action if necessary.
  • Reviews applications for building permits and sign permits; determines cost of permits, and issues permits.
  • Reviews plans, specifications and blueprints of proposed building construction, repairs and alterations for compliance with applicable building code and ordinances.
  • Assists contractors and the general public in matters concerning zoning, building, construction, repairs and alterations; explains and interprets building code and ordinances; administers and enforces zoning regulations.

REQUIRED KNOWLEDGE/ SKILLS/ ABILITIES/ QUALIFICATIONS:

  • Must possess and maintain Certification by the State of Florida Building Code Administrators and Inspectors Board (BCAIB) as a Building Code Administrator (BU)
  • Possess a Florida driver's license with an acceptable driving record or be able to obtain one by date of hire.
  • High school diploma or GED.  Must have demonstrated progressively responsible positions.
  • Experience in commercial and residential construction.
  • Knowledge of the latest techniques of building construction, design, materials and equipment.
  • Knowledge of architectural, engineering and code enforcement principles and practices utilized in   building construction and maintenance activity.
  • General knowledge of the principles and practices of building construction repairs and alterations.
  • Ability to communicate both orally and in writing.
  • Ability to administer City codes fairly and impartially.
  • Ability to detect faulty/illegal building construction work and knowledge of appropriate corrective action.
  • Must be knowledgeable in computer skills and programs applicable to the Building Department.
  • Ability to keep records and make reports.
  • Ability to meet and deal with contractors and the general public in a courteous and efficient manner.
  • Must comply with all applicable provisions of the Florida Code of Ethics for Public Officers and Employees (Chapter 112, Part III, Florida Statutes). This includes, but is not limited to, avoiding any activity, interest, or relationship that would create — or appear to create — a conflict between personal interests and the duties and responsibilities of this position.
  • Employees must disclose any potential conflicts of interest and, where applicable, seek advisory opinions from the Florida Commission on Ethics. Failure to adhere to ethical standards may result in disciplinary action, up to and including termination.
  • Bachelor’s degree in construction management, engineering, architecture, or a related field or high school diploma with a minimum of 10 years’ experience in building construction and/or construction     management.  
  • Minimum of 5 years’ experience as a certified inspector, builder, engineer, architect or superintendent in charge of construction or equivalent.
