Assistant Director of Special Education Services (Program Leader)
Reports to: Executive Director of Special Services
Supervises: Board Certified Behavioral Specialists
Job Summary:
The Assistant Director of Special Education Services supports the Executive Director of Special
Services, in overseeing and enhancing special education programs across the district. This
position provides leadership in ensuring compliance with federal and state regulations, district
policies and procedures. improving instructional practices, and fostering an inclusive and
supportive educational environment. The Assistant Director collaborates with staff,
administrators, and families to support the vision of the special services department while
improving outcomes for students with disabilities.
Key Responsibilities: This list is intended to be representative, not exhaustive:
Program Leadership and Support:
○ Assist in the development and implementation of special education programs
aligned with district vision, goals and state/federal regulations.
○ Support the Executive Director in overseeing the provision of services to students
with disabilities.
○ Oversee District Program Placement Process
○ Lead and oversee Structured Learning Center, Positive Behavior Support and
Life Skills programming districtwide.
○ Oversee and provide guidance to Special Education TOSAs to ensure effective
instructional support and compliance.
○ Facilitate complex or contentious IEP team meetings, and support IEP teams in
developing student programming as necessary.
Compliance, Accountability, and Program Evaluation:

○ Ensure that district special education services comply with the Individuals with
Disabilities Education Act (IDEA), District policies and procedures, and other
applicable laws.
○ Monitor and analyze Restraint and Isolation data to reduce the number of
restrictive procedures districtwide.
○ Analyze data on student performance and special education program
effectiveness to support continuous improvement.
Staff Supervision and Development:
○ Supervise, mentor, and evaluate Special Education TOSAs, and other district
staff as assigned.
i. Board Certified Behavioral Analysts.
ii. Structure Learning Center teachers in coordination with building
administrators.
○ Provide professional development to special education staff to enhance
instructional practices and compliance knowledge. Topics may include but are
not limited to IEP development, behavior management strategies, data collection,
progress monitoring, inclusionary practices and data based decision making.
○ Support the recruitment, hiring, and retention of highly qualified special education
personnel.
Collaboration and Communication:
○ Collaborate with district and building administrators, teachers, and district staff to
ensure effective implementation of special education services.
○ Foster collaboration between general education and special education teams to
promote inclusive practices.
○ Serve as a resource for building administrators, parents and families, ensuring
strong communication and support systems.
Vision and Continuous Improvement:

○ Support the vision and strategic goals of the Special Services Department by
advocating for student-centered, evidenced -based instructional practices.
○ Promote a culture of equity, inclusion, and high expectations for students with
disabilities.
○ Stay informed on emerging trends, best practices, and legal updates related to
special education.
Qualifications:
● Education: Master’s degree in Special Education, Educational Leadership, or a
related field.
● Certification: Valid Washington State Administrator certificate with Principal or

● Experience: Minimum of five years of successful experience in special education,
with leadership or administrative experience preferred.

Knowledge & Skills:
● Strong understanding of Applied Behavioral Analysis and the TEACCH
structured learning approach.
● Strong understanding of special education laws, policies, and instructional
strategies.
● Effective leadership and team-building skills.
● Ability to analyze and use data to inform decision-making.
● Excellent communication, problem-solving, and collaboration skills.

Working Conditions:
● Office and school-based environments with occasional travel to district sites.
● Moderate noise levels; duties performed indoors and occasionally outdoors.
